梁振英:港舖市出現結構性變化 促業主果斷減租「做旺個市」
全國政協副主任,前特首梁振英在社交平台撰文,指以差估署3月所發表報告顯示,去年底舖位空置率達11.8%,創四十年有紀錄以來新高。對照去年底私人住宅空置率僅4.5%。他表示,大家需要重視這現象,因為對業主、租戶和銀行來說,都是切膚之痛,同時這是改革的時機。 他提及,市場經濟不以人的主觀意志為轉移,由於眾所週知的原因,香港的舖位市場出現了結構性變化,社會也要因應作出結構性調整,否則市場積壓的壓力會越來越大。 梁振英認為,其中一個方向就是呎租下調,讓租客可以以同一租金租用更大的面積,減低使用密度,改善經營環境。由於呎租貴,香港商場商店太擠迫,餐廳酒樓廁所轉不過身(深圳酒樓的包廂有廁所,深圳的競爭力不僅是餐牌上的價錢),甚至要在廁所門口擺放食材,顧客體驗不好。這些都是租金高衍生出的問題。 他提及,在香港經營零售和餐飲,成本結構當中,裝修和租金是重大支出,租約條件一直都是業主主宰,租客討價還價能力有限(他看過一張租約,竟然有條款訂明業主可以除時因為改建而提早結束租約),業主不放棄過去的主宰心態,恐怕最後是兩敗俱傷。 梁氏稱,十年河東,十年河西,如今業主要面對現實,這是市場經濟的規律,不能因為怕被銀行收回貸款而寧願丟空不減租,因為早晚要面對空置率高,市值租金下跌的現實;不能等運到;也不能和市場鬥氣,要隨行就市果斷地減租(和當年隨行就市加租一樣),拖只會陰乾。先租出去,做旺個市,租客生意好,日後就有機會加租,這是業主和租客同舟共濟雙贏的做法。 他表示,房地產管理不僅是物業管理,是專業中的專業。他指自己是學土地經濟學和地產管理學的,有點理論基礎,在測量師行工作了34年,在上任特首前,曾負責整個亞洲太平洋區的業務,因此也有在不同市場的實踐經驗。上面說的是逆耳忠言。
