同程旅行：免籤政策激活中亞旅遊市場 團體免籤或加速落地
6月16日至18日，第二屆中國—中亞五國峯會在哈薩克斯坦阿斯塔納市舉辦。峯會期間發佈的《中國－中亞機制促進人員往來便利化合作倡議》（以下簡稱《倡議》）明確提出，中方願為其他方人員往來提供便利並出台簡化簽證手續等便利化舉措；中方願同有關中亞國家加緊商籤關於便利遊客團隊旅遊的諒解備忘錄。
同程研究院相關負責人分析，此舉意味着，中國與中亞國家的個人旅遊和團隊旅遊免籤新政或將加速落地，中國與中亞國家的旅遊交往將再迎政策利好。
今年6月1日，中烏（茲別克斯坦）互免簽證協定正式生效後，對中國至烏茲別克斯坦的機票預訂拉動作用明顯。同程旅行數據顯示，2025年6月1日至6月18日，中國至烏茲別克斯坦的機票預訂熱度同比增長117%，相比2025年1月1日至6月18日期間的同比增速（78%），高出近40個百分點。
從國際機票的預訂來看，免籤政策的力度與中國和中亞國家的旅遊交往的熱度密切相關。同程旅行數據顯示，截至6月18日，今年以來，中國至哈薩克斯坦的機票預訂熱度同比增長86%；同維度下，中國至塔吉克斯坦的機票預訂熱度同比增長48%。
根據國家移民管理局官網於今年4月7日更新的中外互免簽證協定一覽表，彼時的中亞五國中，面向中國公民持普通護照免籤的國家只有哈薩克斯坦，面向團體旅遊免籤的國家只有土庫曼斯坦。其他三個國家的免籤政策均未包含普通護照。
同程研究院相關負責人表示，最新發布的《倡議》中，不僅明確提出了多項與個人及團體旅遊簽證相關的利好政策，還提到了“各方願開通更多中國同中亞國家間的直航航班”，以及“結合實際需要研究增設新口岸的必要性與可行性”。一系列政策對於中國與中亞國家之間的跨境長線旅遊以及邊境短途旅遊將產生積極推動作用。
近年來，在國家政策的指引下，同程旅行持續強化與中亞國家有關部門的旅遊合作。2024年，以中國“哈薩克斯坦旅遊年”為契機，同程旅行與哈薩克斯坦旅遊和體育部下屬單位“Kazakh Tourism”達成戰略合作。此次合作將深化雙方在旅遊領域的交流與合作，共同推動旅遊業的繁榮發展。今年5月27日，同程旅行與阿拉木圖旅遊局簽署戰略合作備忘錄。此前，同程旅行已經與阿拉木圖領先的地接服務商Skyway達成戰略合作，成功搭建了“平台+目的地+供應鏈”的跨境服務體系。
今年1月，哈薩克斯坦被同程旅行評為“2025年最具潛力新興目的地”。美國有線電視新聞網旅遊頻道也將阿拉木圖列入 2025 年最佳旅遊目的地之一。
