《本地樓市》中原按揭王美鳳:新措施提振市場信心 樓市可重拾動力多元發展
中原按揭董事總經理王美鳳表示,歡迎政府回應市場聲音及共識為樓市撤辣,讓樓市鬆綁復常發展。現時樓市基本因素已轉變,過往推出多年的「逆周期」樓按措施已不合時宜,過往外圍及本地因素包括寬鬆貨幣政策下之資金泛濫及經濟環境已轉變,利率亦已邁向正常化,現時為樓市鬆解綑綁措施甚為合適。
她指出,2023年本港的樓宇買賣登記及新取用按揭宗數均是逾30年有紀錄以來新低水平,情況不正常亦不健康,並打擊市場信心,政府今次聽取主流聲音果斷落實撤辣,能讓觀望多時的潛在買家重拾信心加快入市決定,亦更有利樓市重拾動力多元發展,重新吸引不同需求潛在買家的入市意欲,相信可令疲弱的樓市連帶按市帶來新動力而回暖轉活,交投量及貸款量將可重返正常水平,樓市流轉量亦將可恢復健康水平;同時亦有利配合政府提出吸引資金、企業和人才的方向。
對於全面撤銷辣稅,王美鳳指出,此舉有助降低置業入士入巿成本,以內地客非專才購買1,200萬元的物業為例,調整前需繳付7.5%買家印花稅(BSD)及7.5%新住宅印花稅(NRSD)合共180萬元,調整後即如香港永久居民一樣,只需付從價印花稅(第二標準稅率)3.75%,即45萬元,稅款大幅減少了135萬元或75%。事實上,去年政府為專才置業實施印花稅「先免後徵」安排後,政府已接獲超過500多宗申請獲批,相信新措施將為本港樓巿進一步帶來新動力。
