美国国会预算办公室:债务上限法案将在未来十年削减1.5万亿美元赤字

美国国会预算办公室周二表示,如果目前正在国会表决的债务上限法案得以通过,其未来10年预算赤字预估将减少约1.5万亿美元。

这一预测是在上周末民主党总统拜登和共和党众议院议长麦卡锡就债务上限达成协议之后做出的。预计当地时间周三将对该协议进行投票。

该协议将在2025年1月1日之前暂停债务上限,限制2024年和2025年预算中的支出,收回未使用的COVID-19资金,加快一些能源项目的许可程序,并包括对接受粮食援助的美国人的额外工作要求。

国会预算办公室周二表示," 2024-2033年期间,预计可自由支配支出将减少1.3万亿美元。"并补充称,该法案将在未来10年削减100亿美元强制性支出,收入将减少20亿美元。

公共债务利息将减少1880亿美元。

这项法案如果在国会获得通过,将防止美国政府债务违约。此前,拜登和众议院共和党人进行了数周的激烈谈判。该法案招致了强硬的共和党人和进步的民主党人的抨击,但拜登和麦卡锡寄希望于从双方获得足够的选票。

麦卡锡曾预测,他将得到多数共和党同僚对提高31.4万亿美元美国债务上限协议的支持,众议院民主党领袖杰弗里斯(Hakeem Jeffries)表示,他预计民主党会支持。

这份长达99页的法案将授权2024财年超过8860亿美元的安全支出,以及同年超过7030亿美元的非安全支出,这还不包括一些调整。它还将授权在2025财年增加1%的安全支出。
