消委會:本港住宅管理費佔家庭月入7.4% 料未來費用續升
消委會今日(4日)發表物業管理費研究報告,表示受訪業主每月支付介乎200元至3,700元管理費,平均約佔家庭月入的7.4%。
消委會預計,隨著樓宇日漸老化,管理費普遍會持續上升,又推算本港住宅市場的物業管理服務總收入估計達到551億元,約佔本地生產總值2%。
消委會亦發現,雖然發展項目的公契及售樓書均披露業權份數及管理份數的分配,惟未能於文件中見到有關決定份數分配的計算方法。消委會指,由2012至2022年,共接獲694宗與物業管理有關的投訴個案,其與「價格或收費爭議」相關佔約五成,主要是涉及份數分配、某些樓宇地方是否屬公用部分、以及是否公平分攤費用等問題。
另外,消委會亦審視及分析249個發展項目的公契,其中5個住宅項目的業主持有業權份數總數不足50%,導致業主難以籌集足夠份額,通過物業管理的決議。消委會亦表示,在審視的發展項目中,有75%的公契經理人,即公契訂明的首個物管公司,與發展商有關連。
消委會認為,若發展商決定將少於50%的業權份數分配給住宅業主,同時委任有關連之物管公司為公契經理人,令人擔憂這或會引起潛在利益衝突。當主要持份者行使影響力,干預特定物業管理決定時,可能會導致無話事權的業主需承擔更高費用。
