南京市統計局倡加大對民營房企金融支持力度 鼓勵採增信模式發債融資
南京市統計局公布,自開年以來,受疫情多點散發、企業資金壓力增大、房地產市場預期不足等多重因素疊加影響,南京市房地產市場延續低位運行態勢,房地產開發投資增速小幅震盪,房企資金壓力仍在攀升,施工、新開工以及竣工面積大幅下跌,當前房地產市場回暖跡象微弱,仍需進一步釋放有效需求,穩定市場信心,出台積極的暖市政策,激發不同群體的購房需求。 當局指出,針對土地購置費佔比較高、有效投資不足的情況,建議完善項目服務機制,優化辦事流程,盡量一次性解決項目前期手續辦理中出現的問題,加快項目施工許可手續等文件的辦理速度,推動項目盡早開工入庫。 另一方面全面排查全市房地產在庫樓盤,及時掌握項目建設進度,重點關注停工和緩建項目,加強項目建設進度指導和督促工作,主動收集項目建設過程中出現的困難和問題,建立問題分類處置機制,提高解決問題的效率,對待不能立即辦結的問題實時跟蹤,對存在「保交樓」風險的樓盤,相關部門提前介入,配合銀行落實預售資金監管等措施,及時化解風險,助力項目推進工作的展開,爭取早日形成更多有效投資,進一步優化投資結構。 此外,建議加大對民營房企的金融支持力度,如發行針對民營房企的專項借款或紓困基金;健全企業信用擔保體系,積極探索新的融資渠道,鼓勵民營房企採用增信模式發債融資,改善以銀行貸款為單一融資渠道產生的資金壓力,著力解決民營房企融資難、融資成本高的難點問題,緩解民營房企資金壓力,激發民營房企參與土拍及再投資的信心,引導市場預期正向發展。
