江蘇新能(603693.SH)：生物質項目停運轉型
格隆匯12月15日丨江蘇新能(603693.SH)公佈，2022年12月15日，江蘇省新能源開發股份有限公司召開第三屆董事會第二十一次會議，審議通過了《關於生物質停運轉型相關事宜的議案》。
公司擁有全資及控股生物質發電企業四家，分別為江蘇國信淮安生物質發電有限公司(簡稱“淮安生物質”)、江蘇國信泗陽生物質發電有限公司(簡稱“泗陽生物質”)、江蘇國信如東生物質發電有限公司(簡稱“如東生物質”)、江蘇國信鹽城生物質發電有限公司(簡稱“鹽城生物質”)，四個項目裝機容量合計11.5萬千瓦。項目投產以來，四家生物質企業年均處理農林廢棄物超百萬噸，累計帶動農民增收數十億元，節約標煤超三百萬噸，減排二氧化碳約千萬噸。
與風電、光伏發電不同，生物質發電項目運營需要持續採購、消耗農林廢棄物等生物質燃料。公司投資的四個項目是國內較早一批投建的生物質發電項目，採用的普遍為國內第一代生物質發電設備，與後期投建的項目相比，存在鍋爐參數較低、單耗較高等客觀情況，加上國家可再生能源補貼發放持續滯後，各生物質項目一直面臨較大的經營壓力和資金壓力。
另一方面，自2021年下半年開始，受煤炭價格高漲、江蘇周邊新建項目集中投運、新冠疫情等因素影響，公司生物質項目所在地區生物質燃料市場價格持續高位，形勢嚴峻時即使抬高收購價格也無法保障燃料供應的數量與品質。今年燃料價格最高時，部分生物質項目每發一度電所需投入的燃料等變動成本甚至超過帶補貼上網電價，此情形下，無補貼的生物質項目若繼續運營將產生較大額度虧損。
在上述行業背景下，鹽城生物質項目在2021年底全生命週期合理利用小時數用完後已暫停運行；如東生物質項目為純發電無供熱項目，2022年3月，因燃料價格過高開始停機。淮安生物質、泗陽生物質項目為熱電聯產項目，承擔着為當地園區部分企業供熱的社會責任，今年，兩公司通過單機抽汽供熱、鍋爐直接供熱不發電等運行方式儘可能減少虧損，同時多方協調提高供熱單價，申請相關補貼，緩解運營壓力。
結合上述行業現狀及各項目實際，公司擬不再對生物質板塊新增投資，集中資源重點發展風電、光伏發電等新能源業務，以增量發展帶動存量轉型。
