地产、物业股“嗨”了,涨停不断,房地产企业向新发展模式转型!行业逻辑变了吗?
高层发声,金融维稳,房地产行业的政策也发生了转变。
消息面的刺激下,A股房地产服务、房地产开发、物业管理等板块涨幅居前,多股涨停。特发服务、阳光城、天保基建、嘉凯城、苏宁环球、宋都股份等涨停,新华联涨超9%,新城控股涨超8%,招商积余、南都物业涨超7%,万科 A、珠江股份涨超6%。


港股地产、物业股也是暴涨,融创中国涨28%,龙光集团涨超26%,旭辉控股集团涨超22%,时代中国、碧桂园服务涨超21%,碧桂园、宝龙地产涨超18%。


什么是新发展模式?
昨日,国务院金融稳定发展委员会召开专题会议。会议指出,关于房地产企业,要及时研究和提出有力有效的防范化解风险应对方案,提出向新发展模式转型的配套措施。
高层一发声,六部委也是集体响应。银保监会表示,要坚持房子是用来住的、不是用来炒的定位,持续完善“稳地价、稳房价、稳预期”房地产长效机制,积极推动房地产行业转变发展方式,鼓励机构稳妥有序开展并购贷款,重点支持优质房企兼并收购困难房企优质项目,促进房地产业良性循环和健康发展。
证监会表示,继续支持实体经济合理融资,积极配合相关部门有力有效化解房地产企业风险。
此前一直广受关注的房地产税也放缓了。财政部有关负责人表示,房地产税改革试点依照全国人大常委会的授权进行,一些城市开展了调查摸底和初步研究,但综合考虑各方面的情况,今年内不具备扩大房地产税改革试点城市的条件。

针对国务院金融委讲话中提到的新发展模式,中信证券解读:
会议还强调房地产企业向新发展模式转型。这就说明,虽然化解短期风险可能依靠并购和贷款投放,但解决行业长期问题,企业仍需适应全新时代。简单而言,未来房价涨幅可能更缓(但并不等于房价要下跌),新房开发建设面积可能见顶,简单扩大再生产可能面临市场挑战。
房地产企业的未来主要在于对不动产空间的持有、运营和服务,包括满足新市民居住需求、满足租赁需求、满足老旧小区更新改造需求、城市空间服务业务机会等。
支持房地产企业向新发展模式转型的相关措施,有可能包含:继续做大基础设施REITs市场,纳入更多不动产基础资产类别;区分开发业务和城市更新、运维、租赁和服务等业务的股权、债权融资,更下力气支持新模式企业发展;充分盘活闲置资金,包括闲置的公积金和住房维修资金;加强房地产政策的可预期性,保持一般监管政策口径平稳。
