《預算案》世邦魏理仕:暫緩追討欠租安排或爲商用物業投資市場帶來短期隱憂
政府2022至2023財財政預算案中,在支援企業方面計劃透過立法爲指定行業商戶提供暫緩追討欠租安排,世邦魏理仕香港區研究部主管陳錦平認爲,措施仍待政府提供進一步更清晰的指引,對長線商業物業投資者而言,以長線收租爲目標購入物業,3至6個月租金帶來的短期不確定性影響不大,但對部分短線投資者或需貸款供樓的買家,租金不穩定帶來的影響則較大,有機會對商用物業投資市場帶來短期的隱憂,整體而言措施預料令商業物業投資需求放緩。
而政府指示修訂按揭保險計劃,可申請最高八成按揭貸款的樓價上限將由1,000萬元提升至1,200萬元,首次置業人士可申請最高九成按揭貸款的樓價上限則會由現時800萬元提升至1,000萬元。陳錦平認爲,現時經濟環境面臨挑戰,失業率可能回升,社交距離措施令睇樓難度增加,即使放寬按揭成數,預計上半年住宅成交量會較去年低,是項修訂對住宅市場有提振作用,對刺激需求有幫助,唯需等到下半年其效果纔會比較明顯。
另外,政府計劃於4月及年中分批發放總額1萬元的電子消費券,陳錦平指,計劃規模比去年大一倍,總共664億元預算相當於去年香港零售銷售總額的18.8%,佔去年的私人消費支出的3.5%,預期疫情較爲受控時,對香港今年零售市場,尤其下半年會有非常大的刺激作用及反彈。
在公共財政方面,政府建議就住宅物業引入累進差餉制度,體現「能者多付」的原則。世邦魏理仕估價及顧問服務部資深董事林凌認爲是項提議能擴闊稅基,提高稅收,而受影響的人數比較少並且具一定經濟能力。投資者投資本港的高端住宅一般以價格升值爲目標,新的累進制度可能對居住成本開支有所影響,唯對物業價格的影響輕微。
