北京住建委擬加強商品房預售資金使用管理 要求存入專用賬戶
北京住建委公布,近年來,「高槓桿、高周轉」開發模式疊加疫情影響,企業資金壓力凸顯,個別房地產開發項目出現資金鍊緊張、甚至挪用預售資金的情況,引發社會高度關注。為進一步加強商品房預售資金監督管理,保證商品房預售資金優先用於工程建設,切實維護商品房交易雙方合法權益,促進房地產市場平穩健康發展,市住房城鄉建設委、北京銀保監局、人行營管部等部門對《北京市商品房預售資金監督管理辦法》、《關於加強本市商品房預售資金使用管理的通知》進行了修訂,起草了《北京市商品房預售資金監督管理辦法(2021年修訂版公開徵求意見稿)》。
意見其中包括建議要求商品房預售時購房人按照預售合同約定支付的全部房價款,包括定金、首付款、購房貸款以及其他形式的購房款。商品房預售資金應全部存入專用賬戶。
市住建委相關負責人表示,新修訂的《辦法》主要包括:總則、一般規定、資金收存支取、監督管理四個部分31條。針對當前存在的突出問題,實現資金「管好不管死」,修訂主要完善調整了以下內容:招標選取監管銀行,夯實監管主體責任、實時共享政務信息,提高資金監管能力、落實屬地監督職責,提高資金監管額度、持續優化營商環境,推動社會各方監督。
