《施政報告》林鄭:中期目標是2035年或之前停用煤作日常發電
行政長官林鄭月娥表示,去年《施政報告》提到香港將力爭在2050年前達致碳中和,環境局局長即將公佈的《香港氣候行動藍圖2050》會定下更進取的減碳排放策略和措施,以邁向碳中和,並加強減碳中期目標,力爭在2035年前把香港的碳排放量從2005年的水平減半。爲了監督行動有效執行,環境局將成立新的氣候變化與碳中和辦公室,加強統籌和推動深度減碳工作,並會成立專責的諮詢委員會提供意見,以及推動主要持份者包括青年人積極參與。
她指,減碳工作必須針對這三方面,並以「淨零發電」、運輸界別零碳排放和廢物處理達致碳中和爲最終目標。其中,要做到2050年前「淨零發電」,首要改變本地電廠的燃料組合,中期目標是2035年或之前停用煤作日常發電,目前發電燃料組合中,煤所佔比例已減至少於四分之一。電力公司須繼續逐步淘汰燃煤發電機組,並以天然氣及可再生能源等取代燃煤發電。政府會盡力克服香港地理環境限制,大力推動可再生能源發展,透過促進本地項目、區域合作和共同投資等,爭取提升可再生能源在發電燃料中所佔比例。並爭取在2050年或之前,商業樓宇用電量較2015年減少三至四成,以及住宅樓宇用電量減少兩至三成。希望在2035年或之前能達到以上目標的一半。
她又指,政府今年初公佈的《香港電動車普及化路線圖》提出多項措施,包括在2035年或之前停止新登記燃油及混合動力私家車及安裝充電設施的策略和目標。政府會積極推動各種電動及其他新能源公共交通工具和商用車的發展,包括與專營巴士公司合作試行以氫燃料電池驅動的巴士,以期在2025年確立更具體使用新能源交通工具的未來路向和時間表;至於廢棄物相關的碳排放,會按政府今年初公佈的《香港資源循環藍圖2035》加快步伐推動全民減廢、發展轉廢爲能設施,以及支持循環經濟發展。
她表示,未來15至20年,政府將投放約2,400億元,推行各項減緩和適應氣候變化的措施。私營界別亦需要投入大量資源以實現低碳轉型。綠色經濟轉型是大勢所趨。香港作爲國際金融中心,擁有龐大的金融市場和完善的國際級監管架構,匯聚全球領先的金融和專業機構、綠色評估認證機構以及國際投資者,有條件和優勢發展成區內的綠色金融樞紐,成爲綠色企業和項目首選的融資平臺,在應對氣候變化上扮演重要角色。
