新华社:有县城房价涨到三、四万人币 虚火过旺需「降温」
据《新华社》旗下的《新华视点》报道,内地「县城房价过万」近期受到舆论关注,有县城房价甚至达到每平方米三、四万元人民币(下同)。房价上涨压力较大的中小城市大多位於东部地区。报道引述中国房价行情网数据发现,全国有逾百个县房价均价超过每平方米1万元,其中海南陵水最高,浙江义乌第二。从区域分布看,超过九成位於东部沿海地区,以浙江、江苏、福建和海南等较为集中。
数据显示,浙江西部与江西接壤的县级市江山市,3月房价均价为每平方米18,608元,不少项目的二手房房价超过每平方米2.5万元。有的甚至更高,而且涨速很快。据海南省统计部门数据显示,今年一季度,海南省陵水黎族自治县新建商品住宅销售均价每平方米29,343元,按年下降2.3%,但价格仍然领先其他县城。
县城的房价上涨,也隐现炒房团的身影。报道引述专家认为,地方政府提高土地拍卖价格、房企制造「新房稀缺」印象等因素叠加,在一些地方引发新房抢购,形成房价上涨预期。在这轮房价上涨中,成交热度「下沉」带来楼市调控「下沉」,一些百强县和房价涨幅较大的县市也面临调控升级。
专家认为,考虑到不同地区的经济发展水平差异,房地产调控需要进一步精准施策,对存在明显炒作痕迹、虚火过旺的县城楼市,政府应及时出手「降温」,而对一些人均收入水平较高、经济增长速度快、人口导入较多的中小城市,宜理性看待房价合理上涨。同时,可在土地政策上支持一些有竞争力的中小城市扩大城市规模,提升其在区域的辐射能力。
