《港楼》发展局:推地时会留意市况及聆听社会意见 若容许勾地或打乱策略步伐
署理发展局局长林智文在立法会回应议员质询指,不论外围环境或物业市道如何,政府会尽力提升用地的吸引力。在制定年度卖地表和决定何时将土地推出市场时,政府会密切留意市况,并聆听潜在投资者和业界的意见。
他提到,政府近年因应市场情况,推出一些规模较小、位处成熟社区、招标条款较为简单的住宅用地。市场对此反应正面,上一个财政年度推出的四幅住宅用地均成功售出。
当局亦关注如何纾缓发展商参与较大规模项目的开发资金压力。政府会与银行业界商讨能否便利发展商为北都项目作出融资安排。同时,政府正探讨容许土地业权人透过主动交回政府在北都计划征收的土地,以扣减或抵销该业权人在新发展区进行原址换地或「片区开发」所需缴付的金额,增加发展商的发展意欲,亦正研究更广泛应用「按实补价」概念,容许发展商按实际兴建楼面面积及实际用途厘定补地价金额,减低企业的发展成本。
问及政府会否恢复勾地表制度,林智文表示,目前的制度能让政府掌握推售土地的主导权及节奏,确保政府得以稳定、审慎地增加土地供应。政府现时无意重推勾地制度,亦没有打算卖地和勾地双轨并行,以防打乱政府推地的策略和步伐,及为市场制造混乱信息。
他又指出,政府近年推出措施鼓励私营机构参与旧楼重建,例如逐步落实于2021年完成的《油麻地及旺角地区研究》所提出的建议,包括同区试行地积比率转移及容许住用和非住用地积比率互换,以提高重建项目的财务可行性。在市建局已展开的深水(土步)和荃湾的地区研究中,会探讨调整个别地区地积比率上限和提高个别旧楼地盘重建时的最高地积比率的可行性,市建局将在今年下半年提出更新大纲蓝图。此外,发展局正研究利用新开发土地推动大型旧区重建项目,包括考虑容许将旧区未用尽地积比率跨区转移至新发展区,同时减低旧区密度。政府会在今年内完成相关研究并提出初步建议。
