《港樓》發展局:推地時會留意市況及聆聽社會意見 若容許勾地或打亂策略步伐
署理發展局局長林智文在立法會回應議員質詢指,不論外圍環境或物業市道如何,政府會盡力提升用地的吸引力。在制定年度賣地表和決定何時將土地推出市場時,政府會密切留意市況,並聆聽潛在投資者和業界的意見。 他提到,政府近年因應市場情況,推出一些規模較小、位處成熟社區、招標條款較為簡單的住宅用地。市場對此反應正面,上一個財政年度推出的四幅住宅用地均成功售出。 當局亦關注如何紓緩發展商參與較大規模項目的開發資金壓力。政府會與銀行業界商討能否便利發展商為北都項目作出融資安排。同時,政府正探討容許土地業權人透過主動交回政府在北都計劃徵收的土地,以扣減或抵銷該業權人在新發展區進行原址換地或「片區開發」所需繳付的金額,增加發展商的發展意欲,亦正研究更廣泛應用「按實補價」概念,容許發展商按實際興建樓面面積及實際用途釐定補地價金額,減低企業的發展成本。 問及政府會否恢復勾地表制度,林智文表示,目前的制度能讓政府掌握推售土地的主導權及節奏,確保政府得以穩定、審慎地增加土地供應。政府現時無意重推勾地制度,亦沒有打算賣地和勾地雙軌並行,以防打亂政府推地的策略和步伐,及為市場製造混亂信息。 他又指出,政府近年推出措施鼓勵私營機構參與舊樓重建,例如逐步落實於2021年完成的《油麻地及旺角地區研究》所提出的建議,包括同區試行地積比率轉移及容許住用和非住用地積比率互換,以提高重建項目的財務可行性。在市建局已展開的深水(土步)和荃灣的地區研究中,會探討調整個別地區地積比率上限和提高個別舊樓地盤重建時的最高地積比率的可行性,市建局將在今年下半年提出更新大綱藍圖。此外,發展局正研究利用新開發土地推動大型舊區重建項目,包括考慮容許將舊區未用盡地積比率跨區轉移至新發展區,同時減低舊區密度。政府會在今年內完成相關研究並提出初步建議。
