Uber於上月對逾4,800名網約共乘司機進行問卷調查,了解他們對網約共乘服務規管框架的意見。結果顯示網約共乘司機擔心規管會過度嚴苛,近八成受訪司機擔心高昂的牌照費用或嚴苛的司機限額,將直接影響其賺取收入的機會。 司機重視靈活彈性工作模式憂慮受嚴格規管限制 超過七成的受訪司機表示「靈活彈性工作時間能配合生活」,是他們選擇成為網約共乘司機的主要原因。大多數受訪者表示,此工作模式便於照顧家人、子女及長者,彈性是傳統職業難以提供的優勢。此外,超過半數受訪者表示享受「自己當老闆」所帶來的自由和彈性,突顯網約共乘服務與傳統職業(包括的士業)之間的明顯差異。 受訪司機大多接受以提升安全及專業水平為目標的合理規管。六成受訪司機認為,「車輛定期檢驗」及「需獲取網約共乘司機/車輛牌照」是合理及可接受。然而,近八成司機憂慮的是設立嚴格網約共乘司機或車輛數量限額,以及高昂的牌照費用,認為此類措施將會對其施加不必要的負擔,甚至剝奪靈活賺取收入的機會。 司機依賴網約共乘維持生計 超過三成受訪司機依賴提供網約共乘服務為唯一收入來源;超過六成司機表示總收入的一半以上來自提供網約共乘服務。此外,六成以上司機坦言,若失去網約共乘工作,他們將「難以維持基本生活開支」。調查結果清晰反映,網約共乘服務已成為多數司機不可或缺的收入來源,因此有必要保障網約共乘服務及其靈活彈性,讓依賴網約共乘服務收入的司機及家庭得以維持生計。 調查亦發現,司機非常希望繼續從事網約共乘服務,明顯不願轉向傳統的士司機行業。僅有6.7%的受訪司機表示,如失去網約共乘服務收入,會考慮「成為的士司機」,由此反映網約共乘模式有著與的士業不同的獨特優勢。 網約共乘司機感到意見未獲重視 與的士司機相比,絕大多數網約共乘司機認為,在公共討論及政策制定過程中,他們的聲音被忽視。約 33%受訪司機認為自己的意見「完全未被考慮」,另有27.4%的司機則認為他們的意見「極少獲考慮」。有關結果反映司機普遍希望在政府制定規管框架時,他們能有更大的參與空間,以確保政策更能反映網約共乘服務實況及司機的需要。 Uber香港區總經理鍾志霆表示,Uber司機所傳達的訊息非常明確,靈活彈性是對於超過三萬名網約共乘司機賴以維生的關鍵,同時也是全港數百萬香港市民享受網約共乘服務的原因。Uber堅信建立一個平衡的規管框架不僅可行,更是必要的。香港需要一個兼顧市民需求、保障司機的靈活工作模式與收入穩定性,同時讓網約共乘服務與傳統的士業互利共生的制度。
