郭思治:大市在動力配合下升越20,000點大關
香港股票分析師協會副主席郭思治稱,大市昨(9日)先跌後升,而恆指更一舉升越20,000點大關,恆指早市先低開133點至19,732點,其後曾再拉鋸至19,695點方漸見喘定,由於沽壓並不明顯,加上維穩買盤又持續涌現,故大市卒開始穩步回升,至午後恆指更一舉升破20,000點大關,至下午四點前後,恆指更一度急升568點至20,433點,即此刻大市已再創月內之新高,相對本月之低位爲3日之19,386點計,即月內之波幅已再擴闊至1,047點,由於一個月之高低位是不該同時出現於5個交易日之內,故只要先低後高之形態不變,大市該仍會再進一步往上尋月內之新高,恆指最後報收20,414點,較上日升548點,全日之總成交金額爲2,065億元。 另過去數年本港樓市反覆下調,發展商投地意欲低迷,影響政府賣地收入,現時市場變化大,政府賣地政策不應該一成不變,近年政府推出之官地,不少都以低價賣出甚至流標收場。長實集團(01113.HK)執董趙國雄於《新城電臺》訪問中又指出,提供土地讓發展商開發很重要,因爲能支持本港經濟及社會整體發展,指出同行提倡重推發展商勾地制度,是一個可考慮方法,讓更多發展商參與競投,政府目前無意恢復勾地制度,若將主動權放在市場,發展商一旦取態保守、不勾地的話,外界對市場的看法會很悲情。 趙國雄又稱,過去兩年發展商的投地意欲不大,政府應設法鼓勵發展商投地,畢竟發展商亦需要「買麪粉」應付日後發展,他又稱,近期多幅土地流標,與土地所在位置未必適合發展,或者出價「未到價」有關,認爲發展商要做「開荒牛」,需要有條件吸引發展商,以市價推地會較難具吸引力,但強調並非希望政府賤賣土地,對於樓市走勢,他認爲地產市道已見底,惟需要捱一段時間,樓市需要規模大或價錢較高的新盤纔能有效帶動整體樓市氣氛,亦留意到近期不少移民港人迴流,主要由於本港受惠於內地推出的政策,故看好明年樓價,雖然不會大升,但至少回穩。事實上,市建局今年9月底截標的九龍城啓德道/沙浦道重建項目,長實成爲當時唯一入標發展商,其後局方公佈流標後,現時地產市道氣氛不俗,希望市建局儘快再推出項目招標。 特區政府日前與85家企業簽署意向書以支持參與香港北部都會區的發展,並將試行「片區開發」模式,本月展開爲期三個月的市場意向調查,邀請有興趣人士就三個「片區開發」試點提交意向書,以敲定日後公開招標的細節和條款,長實集團執行董事趙國雄昨建議,政府應規劃好北都三個片區的長遠發展方向及土地用途,又希望政府對三個片區採用不同方法處理推地方式,重推勾地亦可以考慮,方便發展商研究及計數,讓發展商有更多機會參與其中;又指北都三個片區作爲開荒地應給予一定優惠纔有吸引力。 (筆者爲證監會持牌人)~
