海南華鐵(603300.SH)正式更名 與海南國資合力打造自貿港算力龍頭
11月6日，"華鐵應急"正式變更為"海南華鐵"，證券代碼"603300"保持不變。此前，公司工商變更登記公吿中，還新增了增值電信、雲計算裝備技術等智算業務。
談及變更原因，公司表示，鑑於公司控股股東及實際控制人已發生變更，此次變更公司名稱、證券簡稱及經營範圍更有效的明確了目前的控股關係。公司將充分利用海南自貿港"零關税、低税率、簡税制""數據安全有序流動"等政策優勢，積極把握封關帶來的新機遇，推動公司實現高質量發展。
10月9日，"成型起勢自貿港：海南以高水平開放引領高質量發展"專場新聞發佈會上，海南省委常委、宣傳部部長，省委新聞發言人王斌介紹了海南自貿港建設的最新進展。根據《海南自由貿易港建設總體方案》，海南自貿港建設有兩個階段的重要任務：第一個階段劃定在2025年前，將圍繞貿易投資自由化便利化，適時啟動全島封關運作。
會上，王斌介紹還介紹，今年海南將全面完成封關軟硬件建設，同步對政策制度、封關設施、系統平台、管理能力進行全方位、全流程壓力測試，確保2025年底如期實現封關運作目標。
受海南自由貿易港和越來越近的封關時間影響，海南板塊近期一直是資本市場的焦點。根據同花順地域板塊數據，9月、10月海南板塊分別上升31.66%、14.72%。
近期，工業和信息化部組織召開增值電信業務擴大對外開放試點工作座談會，正式啟動北京、上海、海南、深圳四地增值電信業務擴大對外開放試點工作。工業和信息化部有關負責人表示，擴大增值電信業務領域准入，將豐富我國增值電信服務市場的產品和服務種類。隨着5G、人工智能、大數據、工業互聯網等創新發展和應用落地，經濟社會各領域的數字化轉型將在更廣範圍、更深程度、更高水平上開展。
目前，華鐵已在海南設立區域總部，未來將依託海南自貿港在跨境資金、税收、投資、數據安全有序流動等方面的政策優勢，加快智算中心建設，推動算力業務落地。
