ST特信(000070.SZ)：收到《行政處罰決定書》
格隆匯7月5日丨ST特信(000070.SZ)公佈，近日，公司及當事人收到中國證監會深圳監管局出具的《行政處罰決定書》。特發東智通過跨期調節營業成本、虛構業務等方式，虛增收入、虛增或虛減營業成本和利潤。
一、2015年至2019年，特發東智通過少計或延遲入賬客售料採購款、跨期調節營業成本的方式虛減或虛增營業成本。其中2015年至2018年分別虛減營業成本1,039.33萬元、9,173.46萬元、5,624.61萬元、1,162.92萬元，2019年虛增營業成本6,494.77萬元。
二、2019年，特發東智通過偽造採購訂單和相關物流單據等方式，虛構與深圳市友華通信技術有限公司、中國移動通信集團終端有限公司銷售業務，虛增營業收入32,755.30萬元、營業成本28,368.59萬元，虛增利潤總額4,386.71萬元。特發東智上述行為導致特發信息2015年度至2018年度利潤總額分別虛增1,039.33萬元、9,173.46萬元、5,624.61萬元、1,162.92萬元，2019年度利潤總額虛減2,108.06萬元，佔當期披露利潤總額的比例分別為8.17%、34.74%、16.58%、3.29%、5.33%。特發信息披露的2015年至2019年年度報吿存在虛假記載。
根據當事人違法行為的事實、性質、情節與社會危害程度，依據《證券法》第一百九十七條第二款的規定，我局決定：一、對深圳市特發信息股份有限公司給予警吿，並處以800萬元罰款；二、對蔣勤儉給予警吿，並處以400萬元罰款；三、對陳傳榮給予警吿，並處以350萬元罰款；四、對易宗湘給予警吿，並處以200萬元罰款；五、對楊洪宇、李增民給予警吿，並分別處以150萬元罰款；六、對張大軍、王凌、劉穎給予警吿，並分別處以100萬元罰款。鑑於當事人蔣勤儉、陳傳榮、易宗湘的違法行為情節較為嚴重，依據《證券法》第二百二十一條和《證券市場禁入規定》（證監會令第115號）第三條第一項和七項、第四條、第五條規定，我局決定：對蔣勤儉採取10年證券市場禁入措施，對陳傳榮採取8年證券市場禁入措施，對易宗湘採取6年證券市場禁入措施。
