中國太保(02601.HK)建議支持上海率先開展ART產品境內發行試點
全國人大代表、中國太保(02601.HK)戰略研究中心主任周燕芳提出多份建議,其中一份為《關於支持在上海國際再保險交易中心(再保險國際板)發行新型風險轉移產品的建議》,建議發揮上海改革開放和金融創新前沿陣地的作用,積極探索ART產品創新和市場建設,服務國家風險治理能力提升。
周燕芳表示,新型風險轉移產品(Alterlative Risk Transfers, ART),是國際保險市場上較成熟的保險衍生金融產品。國際保險市場創新推出以巨災債券為代表的新型風險轉移產品,在分散低頻高損型風險,平抑全球再保險市場價格波動方面發揮了重要作用。
周燕芳建議國家金融監理總局支持上海依托再保險國際板,率先開展ART產品境內發行試點。
