世邦魏理仕 : 買家印花稅稅率減半 推動市場力度有限

世邦魏理仕香港區研究部主管陳錦平表示,從長遠發展而言,《施政報告》有效優化房地產市場及提振經濟,調整住宅物業需求管理措施,可以釋放房地產市場的購買需求,但將買家印花稅的稅率減半,由15%減至7.5%,推動市場力度有限。新住宅印花稅的稅率減半,將增加市場的買賣活動,不過,隨著市場出售的住宅數目增加,加上息口高企是買家入市一大阻力,預計買家議價能力強,短期內樓價仍然受壓。 至於北部都會區行動綱領,政府將擴大「加強版傳統新市鎮發展模式」至所有新發展區,優化執行安排,預計市場上將出現更多的併地活動。 該行支持政府活化紅磡站及周邊用地計劃,預料將釋放該地區的土地用途潛力,但考慮到現時寫字樓空置率高企,加上未來商業空間供應多,建議政府在規劃土地發展時,可仔細審查土地用途。 該行亦支持政府吸引公司到港設立業務及吸引、留人才的相關措施,預計可促進更多的商業活動,加上「一簽多行」及其他搶人才、留人才的舉措,相信可以吸引更多高質素的人才移居香港。然而,「資本投資者入境計劃」要求申請者需要在香港投資於股票、基金、債券等資產達3,000萬元或以上,建議政府可納入房地產投資為資產之一。
