危機不斷！歐洲上演“北溪事件2.0版本”，雪佛龍澳洲工人考慮恢復罷工
天然氣供應端危機不斷，近期價格飆升。昨日，歐洲天然氣跳升超13%，近三個交易日飆升近40%，今日的價格有所回落。
歐洲天然氣管道再遭破壞
去年冬天，由於北溪管道遭到破環，歐洲地區出現能源危機。隨着今年冬天即將到來，歐洲再次出現天然氣管道泄漏事件，這加劇了人們對歐洲能源基礎設施安全的擔憂。
上週末，連接北約成員國芬蘭和愛沙尼亞的天然氣管道由於出現泄漏被關閉。除了天然氣管道，愛沙尼亞和芬蘭之間的一條海底電信電纜也遭到破壞。
據愛沙尼亞官員稱，這條天然氣管道深約60米，泄漏是在芬蘭灣發現的。該管道是在三年多前投入使用，將芬蘭的一個新液化天然氣進口碼頭與愛沙尼亞連接起來。
在俄烏戰爭之前，該管道運輸的部分天然氣來自俄羅斯，但芬蘭自去年以來已停止進口俄羅斯管道天然氣。
對於修復的時間，芬蘭天然氣管網公司預計，被破壞的管道需要數月時間才能修復。芬蘭政府表示，由於泄漏，芬蘭的天然氣成本可能在冬季略有上升，但電價可能不會受到很大影響。
可能是蓄意破壞
當地時間週二，芬蘭總統在一份聲明中表示，天然氣管道和通信電纜的損壞很可能是外部活動造成的。損壞原因尚不清楚，芬蘭和愛沙尼亞仍在合作進行調查。
芬蘭總理佩特里·奧爾波表示，管道受損“令人擔憂”，但芬蘭的能源供應保持穩定，電信電纜受損並未影響芬蘭的整體連通性。
奧爾波稱：“現在就得出誰或什麼造成了損失的結論還為時過早。”
他還指出：“加強我們的供應安全和關鍵基礎設施的安全是有意義的。明智的人要做好準備。如果發生了迄今為止無法解釋的事情，那麼它也可能再次發生。”
愛沙尼亞國防部長也表示，很明顯，波羅的海天然氣管道受損是由相當大的武力造成的，天然氣管道管道和周圍的混凝土都損壞了。
至於天然氣管道和電纜損壞是否存在聯繫，愛沙尼亞國防部長認為，天然氣管道和數據電纜損壞可能是有聯繫的，但也可能是各自獨立的事件。受損的電信線路位於愛沙尼亞，被破壞的天然氣管道則位於芬蘭。
運營受損電纜的芬蘭電信運營商Elisa也指出，從電纜到天然氣管道的距離“很大”，但拒絕對它們之間的確切長度發表評論。
挪威地震研究所Norsar表示，在週日早些時候停運時，在波羅的海管道位置附近發現了“可能的爆炸”，但表示數據存在重大不確定性，需要進行更多分析。
雪佛龍澳洲工人考慮恢復罷工
除了管道被破環，其他的天然氣供應風險也存在。
首先，雪佛龍和代表其位於澳大利亞的兩個液化天然氣工廠工人的工會週三在薪酬和條件談判中取得了進展，工會代表表示，他們將於週四再次會面。
這是雙方之間近幾周的第二輪談判，在前一輪談判達成協議後，工會於9月底停止了數週的罷工。
本週一，工會指責雪佛龍違背了某些承諾，並表示將於10月19日重啟罷工。雪佛龍則表示，分歧只涉及幾個問題，包括差旅和餐飲報銷，並致力於達成協議。
此外，由於巴以衝突爆發，以色列出於安全考慮指示雪佛龍暫時關閉Tamar海上天然氣平台。
值得注意的是，吸取去年教訓，歐洲今年儲存了大量的天然氣，庫存幾乎滿負荷，為潛在的供應風險提供緩衝。
