澳門立會審議博彩信貸制度 擬禁管理轉承批公司借貸
據《澳門日報》報道,澳門立法會第二常設委員會昨日下午首次細則性審議《娛樂場幸運博彩信貸法律制度》法案,該委員會主席陳澤武表示,法案與現行法律最大分別是管理公司及轉承批人不能再合法於娛樂場進行信貸業務。
對於法案與現行法律的分別,陳澤武稱由於管理公司的角色定義不同,新的《娛樂場幸運博彩經營法律制度》及《娛樂場幸運博彩經營業務制度》不容許管理公司接觸娛樂場的管理如財務,故不能信貸,且新法沒有轉承批人,故不允許轉承批公司借貸。
合法信貸方面,陳澤武表示,法案建議承批公司可以直接借予博彩者;博彩中介與承批公司簽合約,可直接以中介名義借予博彩者;承批公司可借予博彩中介。
法案又建議信貸僅用於信貸實體將娛樂場幸運博彩用籌碼的擁有權移轉予第三人,但對該移轉並無即時以現款作出支付的情況下成立。委員會將問政府現金碼及「死碼」的操作對賭場運作有何不同。
