國家衛健委發佈關於進一步優化就醫流程
各省、自治區、直轄市及新疆生產建設兵團應對新冠肺炎疫情聯防聯控機制（領導小組、指揮部）：
爲指導醫療機構進一步優化就醫流程，做好當前醫療服務工作，滿足人民羣衆就醫需求，最大限度減少醫院交叉感染，保障患者和醫務人員安全，根據疫情防控總體安排，現提出以下要求：
一、基本原則
根據黨中央進一步優化疫情防控工作措施，相應調整醫療機構診療流程，優化檢測要求和醫療機構診療區域佈局，最大限度提高醫療資源可用程度，最大程度保障就醫秩序安全有序。
二、優化門急診和發熱門診就醫流程
各醫療機構要繼續做好門診預檢分診工作，通過預約診療平臺、現場出示等多種方式，查看就診患者48小時核酸檢測結果。門診區域要劃分出核酸陽性診療區和核酸陰性診療區，分別接診相應患者。對於急診就診患者不得以沒有48小時核酸結果爲由影響救治。有48小時核酸檢測結果的，直接進入急診診療區域，無48小時核酸檢測結果的，在急診緩衝區域接診，同時查抗原和核酸。對出現發熱、呼吸道症狀等患者，引導至發熱門診就診，進行抗原或者核酸檢測並開展相應診療服務。醫療機構應當按照要求加強發熱門診的管理，通過擴充區域、增加診間、充實醫療力量等，進一步增強發熱門診服務能力。未經衛生健康部門同意，醫療機構不得擅自關閉發熱門診。
三、優化住院患者收治流程
醫療機構要對入院患者進行核酸檢測，入院後根據需要進行抗原或者核酸檢測。要重點關注65歲以上合併嚴重基礎疾病（腫瘤、呼吸系統疾病、心腦血管疾病、慢性腎功能衰竭、自身免疫缺陷疾病等）且未完成新冠病毒疫苗全程免疫的患者，加強監測，一旦發現核酸陽性，要及時關注病情變化，加強醫療救治。醫療機構要安排相對獨立的區域（院區、樓棟、病區或病室）收治核酸陽性患者，醫護人員相對固定。對住院患者仍然嚴格執行不探視，非必要不陪護，確需陪護的固定陪護人員，陪護期間嚴格防護、嚴禁外出。急診留觀病房患者按照住院患者管理。
四、關心關愛醫務人員
醫療機構的所有醫務人員均嚴格規範執行感染防控措施，正確選用和佩戴醫用防護口罩。醫療機構根據工作需要，組織對本機構醫務人員進行抗原或核酸檢測。對於出現發熱、呼吸道症狀等醫務人員可以先進行抗原檢測，根據醫務人員健康狀況和檢測結果等，安排進入相應診療區域工作或者居家健康監測。醫療機構要落實關心關愛醫務人員措施，做好醫務人員健康監測和疫苗接種，根據疫情防控形勢和臨牀救治實際，動態優化和調整醫務人員編組、醫療力量配備與工作班次安排。
五、確保正常醫療服務
醫療機構要確保診療工作的正常運行，爲患者提供醫療服務，不得因收治陽性患者影響常規診療和急危重症救治，特別要做好慢性腎功能衰竭等嚴重基礎疾病、腫瘤放化療等患者的醫療服務。各地要爲醫療機構切實履行職責提供必要保障，營造良好的法治環境、政策環境和社會氛圍。醫療機構內感染判定要充分調查、科學分析、綜合研判，要通過科學防護最大限度減少醫務人員職業暴露，保障醫務人員執業安全。要加強醫務人員激勵，鼓勵醫務人員爲患者提供醫療服務。要通過加強宣傳引導，讓全社會科學、理性認識傳染病及其風險，通過多種方式促進醫患關係和諧。
