共享經濟國際標準出台 怪獸充電等企業或承利好
近期，國際標準化組織(ISO)正式發佈由中國貿促會商業行業委員會牽頭制定的ISO/TS 42502《共享經濟—數字平台資源供給者審核指南》國際標準。這是全球第二個、中國第一個正式發佈的共享經濟國際標準。
在中國，共享經濟是創新活動最活躍的領域之一。經過數年的發展，中國共享經濟賽道發展出眾多以共享充電寶、共享單車、共享Wi-Fi為代表的細分領域，以及哈囉出行、怪獸充電(EM.US)等一批經營穩定的本土共享經濟企業。
共享經濟可以理解為，通過互聯網把社會分散資源和需求集中到一個平台上，採用數字化匹配對接進行交易，供方獲得報酬，需方獲得資源的有償使用權。《“十四五”數字經濟發展規劃》指出，作為利用互聯網平台將分散資源進行優化配置、提高資源利用效率、便利羣眾生活的新業態新模式，共享經濟發展有助於全面提升服務業的智能化、在線化、普惠化水平，從而不斷提升服務業的供給效率和發展質量，助力提升居民獲得感與幸福感。
對比傳統的自行車租賃，通過互聯網平台，共享單車解決了更多用户出行1公里的痛點；依託強大的物聯網技術，共享充電寶企業搭建了無所不在的充電服務網絡，解決了人們在出行、消費、娛樂、購物等多種生活場景下的即時充電需求。
目前，共享充電寶、共享單車等便民服務市場規模日趨壯大。以共享充電寶市場為例，2021年上半年共享充電行業GMV(總交易額)約52.8億元，環比增長5.9%，有機構預測下半年由於點位持續增加、節假日時間長、出行人數上漲等原因，預計2021全年GMV超過百億規模。2021年4月，共享充電寶企業怪獸充電以“EM”掛牌納斯達克，成為新晉的以共享經濟概念上市的企業之一。
根據《中國共享經濟發展報吿(2022)》顯示，2021年我國共享經濟市場交易規模約36881億元，同比增長約9.2%；直接融資規模約2137億元，同比增長約80.3%，共享經濟呈現出強大的發展韌性和潛力。
正是國內共享經濟的蓬勃發展、迅速擴張，加快了中國邁進共享經濟國際標準化第一梯隊的步伐。中國貿促會新聞發言人、中國國際商會祕書長孫曉表示，該項國際標準對數字平台資源供給者入駐、維護和退出環節所應遵循的準則進行明確，內容涵蓋審核過程中的知識產權保護、安全和隱私保護等；該項標準的發佈實施有助於共享經濟平台更好地履行平台審核義務，為平台創造健康的、可持續發展的環境。
可以肯定的是，在良好的制度土壤下，規範發展將成為共享經濟行業常態。而隨着國內共享經濟進入深度調整、逐步成熟的新階段，頭部企業們將在嚴格遵守行業規範與標準的基礎上，更加積極地履行平台的主體責任，發揮共享經濟業態在推動技術進步、提高市場效率、增加市場活力、促就業穩民生多領域的重要作用。
