中國天楹(000035.SZ)：三峽建工牽頭在畢節投建“風光水儲”一體化能源基地項目
格隆匯11月8日丨中國天楹(000035.SZ)公佈，由中國三峽建工(集團)有限公司(簡稱“三峽建工”)牽頭，聯合SPI Energy Investments Pte. Ltd.(新加坡能源國際能源投資公司)、中建七局新能(上海)建設有限公司以及公司控股子公司阿特拉斯(江蘇)新能源科技有限公司(統稱“乙方”)，與貴州省畢節市人民政府("甲方")在自願互利、平等協商、誠實信用的原則下，建立戰略合作關係並共同簽署《戰略合作框架協議》。
甲乙雙方達成共識，在畢節市投資建設“風光水儲”一體化能源基地項目，具體包括：
(1)重力儲能及相關廠房配套
乙方擬在畢節市投資建設裝機容量不低於40萬千瓦時的重力儲能項目，並在畢節市組建具有獨立法人資格的合資公司，由合資公司負責投資開發重力儲能及裝備製造產業。
乙方根據重力儲能項目的投資建設需要，在畢節市建設相應的相關廠房配套，工廠產能規模及總投資額將與實際投資建設的重力儲能項目裝機容量相匹配。
(2)新能源(光伏、風電)領域
甲方依據乙方投資建設的重力儲能項目裝機容量，新能源建設指標按照每５億元固定資產投資額匹配100萬千瓦的新能源指標。匹配的相關資源指標根據畢節市的實際情況，裝機規模上限不超過200萬千瓦，由合資公司同步投資開發。
(3)抽水蓄能領域
以畢節市納入國家中長期規劃的抽水蓄能項目為實施目標，由乙方在甲方的支持下在畢節市範圍內選定裝機總容量約150萬千瓦的抽水蓄能項目進行具體合作。抽水蓄能的投資建設工作與重力儲能的投資建設工作同步啟動。
(4)項目投資開發分期進行
第一期擬投資建設規模為20萬千瓦時重力儲能項目及相關廠房配套(含設施、設備等)、100萬千瓦新能源項目及150萬千瓦的抽水蓄能項目。
剩餘批次項目擬投資規模根據畢節市實際資源配置情況確定。第一期光伏指標開發完畢後，若畢節市無符合條件的資源配置指標或不再匹配資源指標，則乙方不再追加投資。
公司表示，該次合作主要由三峽建工作為聯合體牽頭單位，旨在貫徹落實國家“碳達峯、碳中和”戰略部署，深化企業與地方政府戰略合作，充分發揮合作各方在資源、資金、人才、技術、市場開發及全產業鏈資源等方面的優勢，搶抓新能源產業高速發展機遇，推動建設畢節市“風光水儲”一體化能源基地，也充分説明了重力儲能技術的先進性得到了市場和用户端進一步的認知和共識。
