《本地樓市》三宗土地共享先導計劃申請獲原則性同意 共涉2.16萬伙
發展局公布三宗獲先導計劃顧問小組支持、以及行政長官會同行政會議原則性同意的土地共享先導計劃申請。其中包括新地(00016.HK)提交,申請地點位於元朗蠔洲路(近東成里),擬議計劃下新增的住用總樓面面積約為13.34萬平方米,當中70%(約9.34萬平方米)將撥作公營房屋/首置」用途,餘下30%(約4萬平方米)撥作私人住宅發展。撥作公營房屋/「首置」的總樓面面積預計提供約1,870個公營房屋/「首置」單位;撥作私人住宅發展的總樓面面積,連同申請人參與先導計劃前已獲城市規劃委員會批准的私營房屋住用總樓面面積(約1.02萬平方米),預計提供約1,260個私營房屋單位。顧問小組支持該發展方案,認為能為房屋需求與保育之間取得適當平衡。 另外,恆地(00012.HK)及會德豐聯合提交,申請地點位於大埔社山路及林錦公路(近林村),擬議計劃下新增的住用總樓面面積約為60.6萬平方米,當中70%(約42.42萬平方米)將撥作公營房屋/「首置」用途,餘下30%約18.18萬平方米)將撥作私人住宅發展。撥作公營房屋/「首置」的總樓面面積,連同建議政府收回土地所產生的住用總樓面面積(約3.53萬平方米),預計提供約9,190個公營房屋/「首置」單位;撥作私人住宅發展的總樓面面積預計提供約3,640個私營房屋單位。顧問小組支持該發展方案,認為申請人所擁有的私人土地頗為集中,項目規模理想,有條件提供更理想的社區及樓宇布局,並加入更多政府及機構或社區設施,應付當區及長遠發展需要。 至於新世界(00017.HK)提交,申請地點位於元朗朗屏路永寧村,擬議計劃下新增的住用總樓面面積約26.6萬平方米,當中70%(約18.61萬平方米)將撥作公營房屋/「首置」用途,餘下30%(約7.98萬平方米)將撥作私人住宅發展。撥作公營房屋/「首置」的總樓面面積,連同申請人建議併入更多政府土地所產生的住用總樓面面積(約1.48萬平方米),預計提供約4,020個公營房屋/「首置」單位;撥作私人住宅發展的總樓面面積預計提供約1,600個私營房屋單位。顧問小組支持該發展方案,認為有助當區棕地轉型,並配合周邊的房屋發展,亦能適切地將各地盤連貫、而不失整體發展的布局。 三宗申請共涉21,580個單位,申請已取得顧問小組支持,以及行政長官會同行政會議原則性同意。當局現階段未見該三宗申請本身存在不可克服的問題,而項目所需的基礎設施工程與項目的規模相稱。另外,3宗申請所納入的政府土地規模恰當,除提升房屋單位數目外,更有助完善發展布局,從而提升土地使用效率。
