周鴻禕委員出席全國政協專題協商會 建言加強數字安全
5月17日，全國政協通過專題協商會形式，對“推動數字經濟持續健康發展”進行協商建言。
全國政協委員、360創始人周鴻禕昨天受邀出席會議，併發言。他在會上表示：“隨着數字經濟與各行業融合，未來所有的產業都將數字化。數字經濟發展的勝負手就是“安全”，築牢了安全的屏障，就是提高了發展的效率和質量；守住了安全的底線，就是守住了發展的成果。因此要從保障數字經濟發展的大局出發，以底線思維，考慮極端情況，統籌傳統安全與非傳統安全，將網絡安全升級為數字安全，真正構建數字安全體系，為智慧城市、產業數字化等保駕護航。”
安全是發展的前提,發展是安全的保障，站在保護數字經濟發展、保障國家安全角度，周鴻禕會上建言用“安全大數據”，通過建立區域、行業級安全大腦，形成國家級分佈式安全大腦。
會後，周鴻禕就此在發佈微博表示“這些年我説的和做的，只有‘安全’這一件事。統籌發展與安全的關係，把握傳統安全與非傳統安全，將網絡安全升級為數字安全，真正構建大安全體系，為數字產業化和數字經濟保駕護航。” 並表達了對數字經濟發展的“信心”。
關於推動數字經濟發展，周鴻禕認為互聯網已經進入到下半場了，那就是產業數字化，數字化必須與各行各業融合，推動傳統產業、傳統企業數字化，未來所有的企業都將成為數字化企業。
在去年烏鎮世界互聯網大會上，周鴻禕在代表科技企業做主旨發言時提出要秉承“上山下海”科技報國的企業新使命：“上山”就是響應國家號召，發展國家急需的硬科技，勇當主角，攀登科技高峯；下海就是要下數字化市場藍海，在數字化新時代，政府和傳統企業會成為主角，互聯網企業要甘當配角，把“互聯網思維”轉變為“數字化思維”，用雲計算、大數據、人工智能等數字技術和各行各業深度融合，輸出產品思維和用户思維，幫助傳統企業用數字化技術優化業務流程、改造商業模式，把數字化基因融入傳統企業。
