穆迪:人行擬出臺金融穩定法 對境內金融機構有正面信用影響
評級機構穆迪表示,中國人民銀行於4月6日發佈《金融穩定法(草案徵求意見稿)》,擬出臺的金融穩定法旨在建立有效跨機構工作機制,降低系統性風險,明確金融機構處置的資金和資源使用順序,並計劃設立國家金融穩定保障基金,預期對金融機構具有正面信用影響。
穆迪指,新政策有助加強當局發現及處置金融風險的能力,同時爲有序處置陷入困境的金融機構提供法律框架;對商業銀行而言,金融穩定法將推動建立營運處置機制,認爲不會削弱政府支持中資銀行以維護金融穩定的意願和動機。
