亞光科技(300123.SZ)：控股子公司成都亞光收到行政處罰決定書
格隆匯3月20日丨亞光科技(300123.SZ)公佈，控股子公司成都亞光電子股份有限公司(以下簡稱"成都亞光"或"亞光公司")於2022年3月16日收到《成都市生態環境局行政處罰決定書》(成環罰字〔2022〕CH007號)。現將相關情況公吿如下：
一、《成都市生態環境局行政處罰決定書》主要內容
2022年1月29日，成都市生態環境局對成都亞光開展雙隨機檢查，發現成都亞光將COD在線監測設備的自動監測方式作為自行監測方式，自動監測數據作為自行監測數據。成都亞光在使用COD在線監測設備開展自動監測時，偽造監測數據，將COD在線監測設備內的水樣進樣管插進裝有液體的礦泉水瓶內，未接入外接的水樣進樣管。成都亞光的前述行為違反了《排污許可管理條例》第十九條第二款的規定。
依據《排污許可管理條例》第三十四條第二項的規定，並參考《四川省生態環境行政處罰裁量標準(2019版)》，現對成都亞光作出如下決定：處罰款人民幣伍拾伍萬捌仟圓整。
如不服本決定，可自本決定書送達之日起60日內向成都市人民政府或四川省生態環境廳申請行政複議；也可以自本決定書送達之日起6個月內直接向成都高新技術產業開發區人民法院提起行政訴訟。但複議和訴訟期間，不停止本處罰決定的執行。逾期不申請行政複議，也不向人民法院提起行政訴訟，又不履行行政處罰決定的，成都市生態環境局將依法申請人民法院強制執行。
二、相關事件情況及公司採取的措施
經成都亞光自查，相關事發經過為：成都亞光環保管理員因擔心在線監測儀至取樣清水池之間的管路若有雜質引起數據異常(維保公司吿知存在該種情況)，為排查取樣清水池與在線監測設備之間的管路是否有雜質，個人擅自於2022年1月29日上午10時左右，在COD系統10時的採樣數據完成後，使用空礦泉水瓶接取在線監測儀取樣的清水池水1瓶(500ml)，連接在COD在線監測儀設備取樣管，擬對比流過/未流過在線監測設備與清水池之間管路的監測數據，從而判定在線監測設備與清水池之間的管路是否有雜質。環保管理員在同日10時15分左右接入該水樣後，恰逢成都市生態環境保護綜合行政執法總隊成華支隊在成都亞光"雙隨機"檢查，立即被責令糾正，12時採樣恢復為取樣的清水池。成都亞光及員工均沒有偽造、篡改監測數據和逃避監管的動機，屬於管理失職和員工不熟悉法規規範導致的意外事件。
知悉上述事件後，公司管理層高度重視並督促成都亞光針對該事件採取具體整改及預防措施如下：1、目前成都亞光已完成污水站清淤等部分整改，並將儘快實施污水處理系統提標改造。2、對相關責任人員予以追責處理，同時進一步加強公司環境保護管理工作，切實履行企業環境保護責任和義務。
