陳茂波:倘社會出行受阻 金融市場會保持運作 股票如常交易
本港特區財政司司長陳茂波昨發表網誌表示早已為金融市場不同情境做好應變預案,擬備好「業務持續計劃」,早前亦再次檢視和更新,以確保無論因疫情或抗疫部署而出現的任何變化,金融市場的主要基建系統的交易、運作、交收結算等服務都能如常暢順且有效地運作。
陳茂波表示,當中的情境包括一旦社會出現出行受阻,整個金融體系可隨時轉為「備用混合」模式,在維持系統正常運作的同時,需要回到工作間的人手只需相等於正常水平的一至兩成。他強調,金融市場必定會繼續保持開放,股票、衍生工具、債券、貨幣、外匯等市場會如常交易運作。
他指,跨市場的不同參與者、金融機構和監管機構,都充份知悉一旦啟動備用方案時,將如何提供正常服務、確保溝通協調暢順,以及維持正常的交易和交收。他又提到,不少機構已因應防疫措施而做好預案,即使出行受限,本港金融市場也必定會如常運作。
