粵水電(002060.SZ)：與烏海市人民政府、興邦科技簽訂戰略合作框架協議 以投資氫電產業鏈
格隆匯2月15日丨粵水電(002060.SZ)公佈，近日，公司與內蒙古自治區烏海市人民政府、江蘇興邦能源科技有限公司(“興邦科技”)簽訂《戰略合作框架協議》。充分發揮烏海市擁有巨大能源寶庫、應用場景廣闊等優勢，發揮興邦科技氫能技術創新龍頭企業引領作用，發揮公司在水電、風電、光伏建設及產業園區建設等方面的優勢，將烏海市建成全國重要的氫能創新研發、裝備製造、示範應用產業基地，助力烏海市積極培育壯大新能源產業和構建清潔、低碳、安全、高效的能源體系。
投資氫電產業鏈內容主要如下：(一)設立1個國際院士未來零碳氫能科創中心。組建國際頂尖標準高端材料及氫能裝備實驗室，突破氫能領域“卡脖子”技術的研發攻關，提高關鍵零部件製造技術水平，實現專利設備、材料、產品自主可控。組織與加拿大 WATRELOO大學等國際知名院校、科研機構在烏海市建立國際合作與交流產學研基地，培養人才和集聚一批國際氫能源產業精英專家。實現創新鏈和產業鏈精準對接，順利貫通基礎研究到產業化的道路。
(二)建設2個碳中和氫電產業園(風光綠氫制儲運加產業園和氫燃料電池發動機及其核心部件產業園），發揮龍頭企業的引領和帶動作用，早日實現3060目標。
(三)打造上中下游3個產業集羣。1.上游風光發電、綠氫制儲運加。2.中游燃料電池發動機及其核心部件研發生產製造。3.下游綠氫及其燃料電池在交通運輸、建築、公用設施、軍事、船舶及航空航天領域的應用。
(四)興邦科技將聯合國開發計劃署(UNDP)、全球環境基金、中國科技部共同執行的“促進中國燃料電池汽車商業化發展項目”的實踐成果和經驗引入烏海市。
推動氫能在公交、環衞等各類公共用車，推動城市居民體驗零碳清潔交通領域的發展。同時，烏海市人民政府、興邦科技、公司各方將合作拓展氫燃料電池在工業、建築、商業、負碳排放領域中的全方位應用示範，研發生產氫熱電住宅一體化設備、氫電儲能及應急供電設備、燃料電池特種裝備、燃料電池低碳建築等民用、公用、商用社會各業態、各領域的應用，在烏海市打造氫能交通社區、氫能旅遊景區、氫能小鎮等示範項目。
(五)烏海市人民政府、興邦科技和公司各方聯合引進央企、地方國企、金融機構與社會資本，共同設立氫能綠色金融服務平台，規劃投資20億元完善氫能產業金融服務體系。支持氫燃料電池領域核心關鍵技術創新和成果轉化、氫能汽車運營推廣、產業發展平台建設以及扶持重點企業成長。
(六)氫電發展規劃將緊扣一體化、高標準分三年完成整體產業鏈落地，預計總投資168-188億元。項目預計形成1萬台(套)氫燃料電池模組、氫燃料電池重卡和公交環衞車輛等應用，並形成滿足1萬台氫燃料電池車輛所需制氫、加氫供給服務能力。推動光伏風能電站和電解水制氫耦合及規模化發展，逐步建立綠色、安全、高效的氫能供應體系，打造國內重要的綠氫生產基地。
公司主要負責風電、光伏新能源及綠氫制儲運加的投資、建設、運營。公司將根據項目的具體情況，做好可行性研究工作，履行公司的決策程序。
