鹽湖股份(000792.SZ)：鹽湖能源簽訂生態環境損害賠償與生態環境修復治理協議 涉及繳納款1.95億元
格隆匯12月14日丨鹽湖股份(000792.SZ)公佈，公司於2021年11月22日披露了《關於子公司青海鹽湖能源有限公司收到生態環境損害賠償磋商吿知書的提示性公吿》。海西州環境局等部門就鹽湖能源歷史上在木裏礦區煤炭開採行為涉及的生態環境修復治理及生態環境損害賠償責任的承擔事項與鹽湖能源進行磋商。
目前，鹽湖能源已與海西蒙古族藏族自治州生態環境局開展了生態環境損害賠償與生態環境修復治理磋商工作，並簽訂了《生態環境損害賠償與生態環境修復治理協議》。
依據國家相關法律法規及規範性文件之規定，鹽湖能源依法應當對採礦區域範圍內的生態環境進行修復治理，前期鹽湖能源已經進行了部分的生態環境治理。根據青海省政府對於木裏礦區的生態環境統一進行修復治理的安排部署，鹽湖能源須承擔相應的修復治理費用。
結合生態環境部環境規劃院對礦區生態環境造成損害情況的鑑定評估，根據相關法律法規的規定，以及鹽湖能源與海西蒙古族藏族自治州生態環境局關於生態環境損害賠償與生態環境修復治理磋商工作的開展情況，公司同意鹽湖能源與海西蒙古族藏族自治州生態環境局簽訂生態環境損害賠償與生態環境修復治理協議。
鹽湖能源所需承擔的生態環境損害賠償與生態環境修復治理責任內容如下：
(一)鹽湖能源於2021年12月31日前向海西蒙古族藏族自治州生態環境局指定賬號支付生態環境損害賠償費9500萬元。
(二)鹽湖能源於2022年12月31日前向海西蒙古族藏族自治州生態環境局指定賬號支付生態環境修復治理資金10000萬元。
(三)鹽湖能源與海西蒙古族藏族自治州生態環境局簽訂生態環境損害賠償與生態環境修復治理協議後，木裏礦區聚乎更七號井礦區生態環境修復治理與鹽湖能源無關，鹽湖能源不再承擔任何有關木裏礦區聚乎更七號井礦區生態環境損害賠償和生態環境修復治理責任。
鹽湖能源本次繳納 1.95億元生態環境修復治理及生態環境損害賠償後，在木裏礦區生態環境修復治理義務及生態環境損害義務即履行完畢。剔除公司2020年度已計提鹽湖能源礦山環境治理恢復基金，初步預計會減少公司2021年度利潤約1.11億元。
