新世界(00017.HK)倡建私人資助房屋 最平市價五折售首期低至5%
由新世界發展(00017.HK)成立的非牟利房社企「新世界建好生活」,今日(6日)發表創新房屋計劃建議,倡議發展全港首個非牟利的私人資助房屋項目,以市價約五折至六折出售,並建議推行「上車易按揭」,樓宇成交時只需按樓價的一半承造按揭,首期低至樓價的5%。新世界同時建議提供創新的「漸進式供款」按揭模式,樓價餘下一半的按揭,可於成交後十年內,一次過或分階段承造並供款。
「新世界建好生活」將在未來數個月就上述建議與政府部門、相關機構及業界商討,並待細節落實後再作公佈。有關提議若得以落實,新世界發展首階段將捐出一幅位於新界西的地皮作試驗計劃,預計可建300個實用面積介乎300至550平方尺的一房至三房單位。
以一個實用面積300平方尺的單位爲例,以現時補地價金額並參照公營資助房屋機構獲得的補地價優惠計,連同建築費等成本,有關單位將以約270萬元出售,等同私樓市價約五折至六折。合資格買家可就其購買單位樓價的一半即135萬元,申請九成按揭,變相只須支付原本樓價的5%、即13.5萬元作首期,並於樓宇成交時承造餘下121.5萬元的按揭。而餘下樓價50%合共135萬元的按揭,則可於單位成交後的十年內,一次過或分階段承造。
新世界指,以上建議能協助年輕家庭解決缺乏大額首期、置業初期供樓吃力的問題,達致以可負擔價錢購入「質素及尺數兼備」的新居。「新世界建好生活」主席兼新世界發展行政總裁鄭志剛表示,香港的房屋問題盤根錯節,今次由新世界牽頭提供資源,盼能解決香港「住屋難、上車難」的問題。
