廣東省工程造價改革小組至美的置業(03990.HK)集團總部調研座談
為紮實推進廣東省工程造價改革實施方案各項工作,把社會期盼、羣眾智慧、專家意見、行業經驗充分匯聚起來,廣東省建設工程標準定額站副站長盧立明、廣東省工程造價協會祕書長許錫雁、佛山市順德區建設工程標準定額站副站長關麗芬及造價改革專家組成員等一行8人至美的置業集團總部開展座談調研。
雙方就工程量清單改進思路、項目成本與造價管控智能化管理系統、工程量清單和最高投標限價的運用、過程結算管理經驗等方面進行了深入的交流和探討。美的置業集團成本招採總經理劉建勤介紹了以項目建設為核心,以經營賦能為目標的業財一體化“成本三級智能化管理體系”。
該體系的底層為成本雲線上結構化清單,可實現全集團範圍量價計算的高度標準化、數據共享實時化的自生長企業清單庫。中層為項目成本管控系統,全流程業務流程線上化、無紙化,無縫銜接基準成本-前期投拓拿地測算-目標成本制訂-合約規劃-動態成本-結轉成本全過程,招標、財務、工程、產品、運營無縫對接,實現真正業財一體化。頂層為數據經營價值兑現,關鍵數據通過成本地圖、多層級駕駛艙實現可視化、實時化、經營視角化。
在美的置業成本、數字化管理相關職能負責人陸續分享後,造價改革調研小組各專家均對美的置業成本管理數字化設計的超前理念與建設成果表示高度認同,並圍繞結構化、標準化、線上化的清單列項組合形式、不同業態與項目建設不同階段的造價清單顆粒度管控需求、模擬清單的應用與風險管理、清單計税方式差異與影響等內容展開了充分探討。
盧立明副站長指出,造價行業的發展與改革,需要地產企業保持開放的心態,及分享優秀先進的成本管理理念與體系。同時,需注重培育造價諮詢企業,諮詢業的共同發展,可助力造價改革目標達成。並表示,期待美的置業珠三角區域被選為廣東省工程造價改革第一批試點項目的“人才小鎮三期項目”,在本次工程造價改革中,取得更多優秀、可供改革小組借鑑並向廣大社會與行業推廣的成果。
