據報內地多市收緊對商品房預售資金監管
《第一財經》報道,內地石家莊、南通、北京、漯河、天津及蘇州等大小城市均已出臺收緊對商品房預售資金的監管。
易居研究院智庫中心研究總監嚴躍進表示,多地類似政策出臺的背景,都是目前地方政府面臨的爛尾樓風險急需化解。由於近期房企暴雷聲不斷,已經有不少城市的房地產項目出現停工情況。最近已出現四種防範爛尾樓風險的舉措,一是商業銀行信貸給予充分的支持,各地要求銀行不隨意停貸;二是鼓勵房企主動降低風險,敦促房企通過轉讓未開發用地等方式回籠資金,保障已售未交付樓棟竣工;三是加強預售資金監管;四是逐漸引導落地現房銷售模式。
分析指出,地方政府加強商品房預售資金監管,對房企來說是讓其處境難上加難。在房企融資發展渠道受阻的當下,經營性現金流也難以回到集團層面。按照現在的強監管政策,已經和現房銷售接近,房子雖然賣了,資金滾動不起來,「高週轉」時代要終結。
