中藥配方顆粒試點正式結束，培力農本方（1498.HK）或受益
2021年11月1日，中藥配方顆粒試點正式結束。今年2月《國家藥監局國家中醫藥局國家衞生健康委國家醫保局關於結束中藥配方顆粒試點工作的公吿》（2021年第22號）（以下簡稱《公吿》）的發佈，正式宣吿長達20多年的中藥配方顆粒試點徹底結束，所有符合條件的中藥企業只需備案即可生產中藥配方顆粒，不再需要申請批准。
自2021年11月1日起，政策將正式開始實施，而結束試點絕不意味着對中藥配方顆粒放鬆監管，與之相反，藥品監督管理部門將按照“四個最嚴”的要求，強化屬地監管，着力加強事中事後監管。
其中培力農本方作為6家試點企業之一，在標準制定、生產管理、質量監督、品種備案等各方面均有一定優勢。
在中藥配方顆粒的質量保證方面，國家藥監局已設立專項辦公室負責相關質量控制及標準制定的工作，以保證了藥品標準審核工作的公平、公正。再通過實施生產全過程管理，對生產工藝、操作規程等做了詳細制定，生產過程嚴格按照備案進行生產，且應執行GMP相關要求。
而培力農本方目前已經建成的現代化中藥生產設施和流程，已獲得了中國生產質量管理規範 (GMP) 、澳洲藥物管理局TGA及美國藥典USP三個國家的標準認證，堪稱為亞洲最先進、精密，及管理完善的中藥研究及生產設施之一。
培力的生產設施均已高度自動化，並以中央計算機系統控制。獨特的低温動態提取流程能大大提升提取效率和提取純度。在中藥生產中首次採用的瞬間滅菌技術和低温濃縮，能將原有的中藥活性成份保存至最高。
在生產過程中，為了加強源頭管理，建立追溯體系，《公吿》指出生產企業應當自行炮製用於中藥配方顆粒生產的中藥飲片，優先使用來源於符合中藥材生產質量管理規範要求的中藥材種植養殖基地的中藥材，提倡使用道地藥材。
培力農本方在原本穩定的原產地中藥材供應網絡的基礎上，收購了貴州“黔草堂金煌（貴州）中藥材種植有限公司”及“昌昊金煌（貴州）中藥有限公司”兩家公司，建設了自己的種植基地，從而穩定供應高質量的中藥材，同時通過全方位可溯源系統，可有效跟蹤藥材源頭，進一步把控產品質量。
隨着中藥配方顆粒品種實施備案管理，之後不具有國家藥品標準或省級藥品監督管理部門制定標準的中藥配方顆粒不得上市銷售。目前，國家藥典委員會在6家試點生產企業試點成果的基礎上，綜合已有研究積累的企業、科研機構提出的研究數據、藥品標準草案，形成國家藥品標準，成熟一批公佈一批。
國家藥典委員會已對先期審核的160箇中藥配方顆粒品種的試點統一藥品標準進行公示，近期國家藥監局將按國家藥品標準頒佈程序予以頒佈，這些標準已涉及約1/3的常用中藥材。後續，還有約200箇中藥配方顆粒品種的試點統一藥品標準待專家審核。培力農本方目前已約有600種單方配方顆粒，130多種經典複方配方顆粒，而由於目前制定的藥品標準的基礎是過去6家企業的試點結果，因此培力農本方的產品在此方面具有一定優勢，未來或更具市場競爭力。
