黃偉綸:牛潭尾土地用途檢討研究目標在2023年內完成

發展局局長黃偉綸回答議員提問時表示,牛潭尾地區的土地用途檢討源於本年較早前規劃署完成的第二階段棕地檢視工作,有關工作報告表示在牛潭尾地區約18公頃棕地可作房屋發展。考慮到未來北環線將於牛潭尾設站,爲更全面檢視牛潭尾地區的土地用途,包括進一步增加房屋用地的可能性及釋放北環線帶來的潛在發展機遇,政府當時建議進行一項《牛潭尾土地用途檢討研究》,並開始籌備。該《檢討研究》短期內會展開,目標是於2023年內完成。 由於政府於2019年已爲新田/落馬洲發展樞紐展開可行性研究,並已爲下一階段的詳細研究作出安排,政府認爲以另一項研究檢視牛潭尾地區的情況較爲合適,畢竟該《檢討研究》涉及共約80公頃土地,範圍相當大,包括棕地羣、寮屋區和常耕或荒置農地。《檢討研究》會審視用地在基建上的限制和整體發展潛力,以便早日爲土地用途、發展參數及技術可行性提出初步意見。《檢討研究》的建議有助政府日後敲定牛潭尾地區的發展模式和安排更細化的研究。目前,政府不排除以任何合適的方式(包括「新發展區」模式)爭取充分善用所涉及的土地,現階段就發展模式及收地補償安排作定案仍言之尚早。 至於現時凹頭一帶的土地,由於該區大部分的用地已有多個私人的發展項目、公營房屋發展研究及已落成的私人房屋發展,政府現階段未有考慮把凹頭納入就牛潭尾地區的《檢討研究》。 另外,新田購物城位於新田/落馬洲發展樞紐的北部,在新田/落馬洲發展樞紐的可行性研究的初步土地用途規劃中,建議作企業及科技園用途。該土地用途建議及有關的工程設計會在即將展開的勘查研究中再作細化。爲迴應社會對加快落實發展的意見,發展局早前已表示會爭取於二○二四年起分階段爲新田/落馬洲發展樞紐展開工程,期望人口和企業能提早入夥,上述建議的企業及科技園正是有潛力可較早展開的工程。
