廣州發展(600098.SH)：簽署新能源投資配套製造產業鏈條建設項目合作框架協議
格隆匯10月19日丨廣州發展(600098.SH)公佈，公司全資子公司廣州發展新能源股份有限公司華北分公司(“新能源華北分公司”)於近日在新疆維吾爾族自治區阿克蘇市與新疆生產建設兵團第十一師五團(“十一師五團”)、艾嘉慧能源科技(上海)有限公司(“艾嘉慧科技”)簽署《新疆生產建設兵團第十一師五團新能源投資配套製造產業鏈條建設項目合作框架協議》。
合作目的：積極響應國家“30·60”“碳達峯·碳中和”氣候及國家糧食安全戰略，本着“友好合作、互利共贏”的原則，充分發揮各自領域優勢，推進新能源產業及現代化新型工農業發展，充分利用阿克蘇地區風光資源，綜合開發利用清潔能源，打造新能源工農業綜合體示範項目，推動新能源產業及新型農牧業發展，提升當地經濟發展水平，促進地方經濟結構戰略性轉變。
合作內容：合作三方在新疆建設兵團十一師(兵團建工師)阿克蘇地區五團共同投資建設以“產學研”為核心的“工農能一體化”碳中和產業集羣項目(“產業集羣項目”)。新能源華北分公司和艾嘉慧科技共同投資建設“工農能一體化”碳中和產業集羣項目，投資總額不低於人民幣40億元。其中投資建設新疆建設兵團十一師(兵團建工師)阿克蘇地區五團綜合性農光互補光伏能源項目容量1000MWp，並配套儲能項目，投資總額約人民幣37億元，由新能源華北分公司負責投資建設。
十一師五團為新能源華北分公司配備1000MWp風、光、儲新能源項目開發指標，協助開展項目備案、核准、審批、開工等工作，並儘快落實產業用地土地規劃，積極協調各方，在符合法律和政策規定的情況下，將新疆建設兵團每年分配至新疆建設兵團十一師(兵團建工師)光伏、風電新能源開髮指標優先給予新能源華北分公司、艾嘉慧科技開發。
新能源華北分公司利用國內或國際先進的技術、設備及管理對本項目進行開發、建設和運維，投資建設產業集羣項目中的新能源項目，聯合國內一流現代工廠化工業的投資方，投資“工農能一體化”碳中和產業集羣項目中的產業項目。
艾嘉慧科技及聯合單位為國內一流現代工廠化工業的投資方，投資產業集羣項目中的產業項目，投資總額不低於3億元。
新能源華北分公司此次簽訂《合作框架協議》，將充分利用當地資源優勢，擴大公司新能源產業規模和全國佈局範圍；同時探索風光儲能一體化新能源電站等運營模式，形成產業示範作用，為公司“十四五”期間高質量發展打下堅實基礎，符合公司長遠發展規劃及全體股東的利益，具有重要戰略意義。
