《施政報告》林鄭月娥:中長期可提供40萬至50萬個公私營房屋單位
行政長官林鄭月娥表示,發展局局長稍後將發表《香港2030+》的最終報告,最終的估算顯示,香港由2019至2048年的土地短缺約爲3,000公頃。透過成功推動各項新發展區及填海項目,以及推展北部都會區,有信心會在中長期找到所欠缺的土地。
她表示,在多管齊下的土地供應策略下,推進多項工程,包括超過一半的棕地已納入多個發展項目內,而過去兩年政府引用《收回土地條例》已收回90公頃新界土地作發展,遠較之前五年的20公頃爲多。預計政府未來幾年收回的土地將高達700公頃。同樣是整合和發展新界土地的還有「土地共享先導計劃」,透過善用私營界別的規劃力量,釋放新界私人土地的發展潛力,供以公營房屋爲主的發展。發展局正處理的三宗申請,涉及23公頃私人土地和擬議的17,850個單位,七成是公營房屋。地盡其用是我們堅守的原則,以三個位於茶果嶺、牛池灣和竹園聯合村的市區寮屋重建項目爲例,在房協和相關部門的努力下,公營房屋單位數量由原先的6,300個大幅增至8,700個,由2029年起陸續入夥。
積極推進交椅洲人工島填海工程和新界北多個發展區的相關研究。在近岸填海方面,發展局會審視涉及約220公頃的龍鼓灘填海和約220公頃的屯門西地區規劃,目標是在明年上半年爭取立法會撥款啓動這項開拓土地的規劃及工程研究,檢視不同的發展選項,以敲定未來路向。政府亦會重啓馬料水填海計劃,主要提供創科用地。此外,透過多項搬遷政府設施往巖洞的項目,預計由2027年起將陸續騰出超過40公頃土地作房屋和其他有利民生用途。
她又指出,視乎項目的研究結果及假設住用地積比率爲4至6.5,持續推進的大型項目及策劃中的項目可望於中、長期提供約40萬至50萬個公、私營房屋單位。加上在《北部都會區發展策略》可供興建16.5萬至18.6萬個房屋單位的新開拓土地,2031-32年後的下一個十至十五年的供應可高達56.5萬至68.6萬個。
