內房雙向調控 部分三四線城市推「限跌令」
據《時代周報》報道,在一線城市升級調控政策為房地產市場降溫的同時,部分三四線城市卻正開始「逆向」調控以限制房價跌幅。
報道指,近日長三角首張「限跌令」落地,江陰市住建局發布《關於進一步促進房地產市場健康穩定發展若干事項的通知》,要求商品住房實際成交價格不得高於備案價格,嚴禁低價如低於成本價、變相降價等傾銷、打價格戰,堅決杜絕惡性競爭、降標降質、逾期交付等違規違法行為。
在此之前,昆明、岳陽、惠州、唐山等城市先後出台類似政策。「限跌令」反映的是部分非熱點三四線城市在強調控之下成交持續低迷,而房企在「三道紅線」等政策的約束下,資金壓力逐漸顯現,於是以價換量作應對。但在「穩房價、穩地價、穩預期」的基調下,限跌的實施亦令房地產市場進入了雙向調控時代。
