2021年8月12日，岳陽林紙全資子公司湖南森海碳匯開發有限責任公司與浙江省麗水市發展和改革委員會簽訂了《關於開發林業碳匯的合作框架協議》，雙方將按照“可量化、可交易、可增值、可持續”的原則，分批進行麗水市域內林業資源調查和碳匯資產開發。本次合作主要是以國家“雙碳”戰略為引領，立足麗水市林業資源，創新整合、開發林業碳匯資產，實現林業資產的價值轉換，助力麗水市建設成為生態產品價值實現和“雙碳”戰略促進鄉村振興高質量發展的典範。
為保障投資者利益，避免信息不對稱等風險，現公司將協議具體內容進行説明。
協議主要內容如下：
甲方：麗水市發展和改革委員會，乙方：湖南森海碳匯開發有限責任公司；
(一)乙方為甲方域內温室氣體自願減排項目開發、管理和簽發提供諮詢服務，並依託中國誠通集團優勢為項目開發過程中涉及的融資事項提供顧問服務。 (二)甲方積極指導推進域內各縣(市、區)林業碳匯資產項目開發與管理，為乙方順利開展工作提供支持。 (三)甲方協調有關部門與乙方合作成立“雙碳”基金，開展碳資產開發管理、綠色低碳技術研發等項目投資。 (四)甲乙雙方指派部門或專人建立工作組，建立日常溝通機制，制定工作目標與計劃。雙方代表以工作組為平台，加強信息交流互動，提高工作效率。
此次協議為森海碳匯與麗水發改委簽訂的框架合作協議，不構成強制性的法律約束力，涉及的相關具體合作內容和細節尚待進一步落實和明確。全國碳交易市場與林業碳匯相關的碳交易規則並未明確；林業碳匯開發週期為14-24 個月，週期較長，碳匯申報週期視各林木區域合規狀況而不同。
