證監會將引入投資者識別碼及場外證券交易匯報制度
證監會將引入投資者識別碼及場外證券交易匯報制度,預期分別於2022年下半年及2023年上半年實施,但仍需視乎系統測試及市場演練情況而定。考慮到諮詢所接獲的意見,證監會已推遲實施時間表,讓業界有更多時間作好準備。
證監會今日(10日)就有關為香港證券市場引入投資者識別碼制度及場外證券交易匯報規定的建議,發表諮詢總結。在投資者識別碼制度下,持牌法團及註冊機構須向聯交所提交在聯交所發出證券交易指令的客戶的名稱及身分證明文件資料。持牌法團及註冊機構亦須依據另一制度,就聯交所上市的普通股及房地產投資信託基金的相關場外證券交易,向證監會匯報有關資料。
回應者普遍贊同有關建議。在考慮市場意見後,證監會將會著手落實上述兩套制度。
證監會市場監察部執行董事梁仲賢表示,新制度讓證監會能夠及時而有效地監察香港證券市場的運作。此舉有助促進市場廉潔穩健和提升投資者信心,對香港作為優越的國際金融中心的地位尤關重要。
