天津第二輪集中供地延期及最高溢價率降至15% 競拍至限價後將搖號
據《澎湃新聞》報道,天津市規劃和自然資源局昨發布《天津市國有建設用地使用權掛牌出讓補充公告》,延期進行第二批集中供地活動,並調整起拍價格、競買規則。天津市下調了相關地塊的最高限價,61宗地塊中降幅超20%的有53塊,佔比86.88%。出讓地塊的溢價最高為15%,此前相關地塊的最高溢價為50%,最低為20%。 公告顯示,原本計劃於8月20日進行的第二批集中供地出讓活動延期,公告時間延長至8月31日,競買保證金到賬截止時間及競買報名截止時間調整至9月8日下午。這是繼深圳之後,第二次有城市明確暫緩土地集中出讓。 天津市規劃和自然資源局表示,單宗住宅用地達到最高限價後,採用搖號方式確定競得人。同時,競買企業報名時,須提交自身有效的《房地產開發企業資質證書》或有效證明。 天津對競買資金來源進行明確,競買企業報名時,須提交其股東未違規對其提供借款、轉貸、擔保或其他相關融資便利的資金來源承諾和競買企業資信良好的資信證明。競買企業須由自有賬戶交納競買保證金,經審核符合要求的方可報名參加地塊競買。
