深桑達Ａ(000032.SZ)：與中國電子、清華大學簽署合作協議書 構築“一庫雙鏈”數字引擎
格隆匯7月16日丨深桑達Ａ(000032.SZ)公佈，公司擬與中國電子信息產業集團有限公司(“中國電子”)、清華大學簽訂《清華大學-中國電子信息產業集團有限公司聯合建立清華大學數據治理工程研究院合作協議書》，在數據治理工程領域成立“清華大學數據治理工程研究院”(“研究院”)，在數據治理技術、應用、經濟、法律、制度、安全等領域的專項研究、集中攻關、政策推動和實踐論證方面開展合作，聯合推動並積極參與國家相關部委科技重大專項立項、重大戰略規劃和政策的制定，並通過合作不斷提升清華大學校內相關學科的科研實力，及助力深桑達數據治理領軍人才的培養。
合作協議書有效期為五年，在有效期內中國電子指定深桑達作為研究院的經費支付單位和示範城市落地牽頭單位。深桑達五年將累計向研究院提供5000萬元經費。

公司作為中國電子下屬信息服務領域的核心企業，需要通過技術創新及搭建制度體系，探索如何將數據資源加工為可控制、可計量、可定價的初級產品，打通以數據要素為核心的數據資產鏈與價值鏈，以充分挖掘數據所藴含的價值。在此背景下，公司與中國電子、清華大學簽訂合作協議，可以藉助清華大學在學科、人才和科研等方面的優勢，推動數據要素市場化，開展科學與相關政策研究，深入探索在數據治理體系、制度體系、法律基礎、關鍵技術等方面的產學研合作，有助於公司構築“一庫雙鏈”數字引擎，打造“三級市場”，為城市數字化建設提供核心動力，並助力公司成為國內領先的城市數據運營商。
