國家財長劉昆：堅定不移建設開放性經濟 推進結構性改革
國家財政部部長劉昆近日出席G20主席國意大利在威尼斯主持召開G20財長和央行行長會議發言時表示，各方要採取負責任的宏觀經濟政策，加強相互協調，避免負面溢出效應。同時，堅定不移建設開放性經濟，推進結構性改革，實現強勁、可持續、平衡和包容增長。
劉昆指出，今年以來，中方認真落實緩債倡議延期，並推動《共同框架》落實進程正式啓動，以實際行動爲支持脆弱經濟體做出重要貢獻。中方一直本着開放態度和合作意願加強多邊合作，支持就應對經濟數字化稅收挑戰多邊方案關鍵要素的聲明達成共識，支持達成更加穩定、平衡的包含兩個支柱的最終共識方案。G20各方在後續具體方案的設計中，要兼顧不同發展階段經濟體發展需求，妥善處理各國重大關切，限制對實體經濟活動的影響，爭取如期達成全面共識。
此次G20財長和央行行長會議認爲，各方應重申將根據需要運用所有政策工具應對疫情衝擊，維護金融穩定和長期財政可持續性，防範下行風險和負面溢出效應。各方認識到新冠肺炎免疫接種作爲全球公共產品的作用，支持實現全球疫苗生產能力多樣化，推動在全球範圍內共享安全、有效、高質量和可負擔的疫苗。
會議覈準7月1日G20/經濟合作和發展組織(OECD)稅基侵蝕和利潤轉移包容性框架發表的「關於應對經濟數字化稅收挑戰的雙支柱解決方案聲明」中提出的跨國企業利潤再分配和全球有效的最低稅兩大支柱的核心要素，呼籲包容性框架在10月G20財長和央行行長會議前，在已達成共識的框架內確定最終設計要素。
同時，會議上提交實施雙支柱的詳細計劃，覈準《G20數字化轉型和恢復生產率政策選項清單》和《G20基礎設施維護政策議程》，在自願和非約束基礎上爲各國推動數字化轉型、恢復生產率和加強基礎設施維護和韌性提供政策選項和良好實踐。
會議強調高質量的數據和可比的披露框架對應對氣候相關的金融風險和動員可持續資金至關重要，期待在10月G20財長和央行行長會議上討論可持續金融工作組綜合報告和《G20可持續金融路線圖》。各方歡迎國際財務報告標準基金會在穩健治理和公共監督前提下，制定全球可持續報告基準。
各方歡迎G20暫緩最貧困國家債務償付倡議取得的進展，重申將按照2021年4月的承諾落實《緩債倡議後續債務處理共同框架》，以協調方式應對債務脆弱性。各方同意啓動多邊開發銀行資本充足性框架獨立審議，並覈準《G20關於政策導向型貸款使用的建議》。
此外，各方還就國際貨幣基金組織增發特別提款權的分配和轉借、金融監管和普惠金融等議題進行了討論。
