重磅！三孩生育政策來了！
據新華社報道，中共中央政治局5月31日召開會議，聽取“十四五”時期積極應對人口老齡化重大政策舉措彙報，審議《關於優化生育政策促進人口長期均衡發展的決定》。中共中央總書記習近平主持會議。
會議指出，積極應對人口老齡化，事關國家發展和民生福祉，是實現經濟高質量發展、維護國家安全和社會穩定的重要舉措。黨的十八大以來，各地區各部門認真貫徹落實黨中央關於積極應對人口老齡化的決策部署，加快健全社會保障體系和養老服務體系，各項工作取得明顯成效。
會議強調，要貫徹落實積極應對人口老齡化國家戰略，加快建立健全相關政策體系和制度框架。要穩妥實施漸進式延遲法定退休年齡，積極推進職工基本養老保險全國統籌，完善多層次養老保障體系，探索建立長期護理保險制度框架，加快建設居家社區機構相協調、醫養康養相結合的養老服務體系和健康支撐體系，發展老齡產業，推動各領域各行業適老化轉型升級，大力弘揚中華民族孝親敬老傳統美德，切實維護老年人合法權益。各級黨委和政府要健全完善老齡工作體系，加大財政投入力度，完善老齡事業發展財政投入政策和多渠道籌資機制，爲積極應對人口老齡化提供必要保障。
會議指出，黨的十八大以來，黨中央根據我國人口發展變化形勢，先後作出實施單獨兩孩、全面兩孩政策等重大決策部署，取得積極成效。同時，我國人口總量龐大，近年來人口老齡化程度加深。進一步優化生育政策，實施一對夫妻可以生育三個子女政策及配套支持措施，有利於改善我國人口結構、落實積極應對人口老齡化國家戰略、保持我國人力資源稟賦優勢。
會議強調，各級黨委和政府要加強統籌規劃、政策協調和工作落實，依法組織實施三孩生育政策，促進生育政策和相關經濟社會政策配套銜接，健全重大經濟社會政策人口影響評估機制。要將婚嫁、生育、養育、教育一體考慮，加強適婚青年婚戀觀、家庭觀教育引導，對婚嫁陋習、天價彩禮等不良社會風氣進行治理，提高優生優育服務水平，發展普惠託育服務體系，推進教育公平與優質教育資源供給，降低家庭教育開支。要完善生育休假與生育保險制度，加強稅收、住房等支持政策，保障女性就業合法權益。對全面兩孩政策調整前的獨生子女家庭和農村計劃生育雙女家庭，要繼續實行現行各項獎勵扶助制度和優惠政策。要建立健全計劃生育特殊家庭全方位幫扶保障制度，完善政府主導、社會組織參與的扶助關懷工作機制，維護好計劃生育家庭合法權益。要深化國家人口中長期發展戰略和區域人口發展規劃研究，促進人口長期均衡發展。
會議還研究了其他事項。
