新華社:有縣城房價漲到三、四萬人幣 虛火過旺需「降溫」

據《新華社》旗下的《新華視點》報道,內地「縣城房價過萬」近期受到輿論關注,有縣城房價甚至達到每平方米三、四萬元人民幣(下同)。房價上漲壓力較大的中小城市大多位於東部地區。報道引述中國房價行情網數據發現,全國有逾百個縣房價均價超過每平方米1萬元,其中海南陵水最高,浙江義烏第二。從區域分布看,超過九成位於東部沿海地區,以浙江、江蘇、福建和海南等較為集中。

數據顯示,浙江西部與江西接壤的縣級市江山市,3月房價均價為每平方米18,608元,不少項目的二手房房價超過每平方米2.5萬元。有的甚至更高,而且漲速很快。據海南省統計部門數據顯示,今年一季度,海南省陵水黎族自治縣新建商品住宅銷售均價每平方米29,343元,按年下降2.3%,但價格仍然領先其他縣城。

縣城的房價上漲,也隱現炒房團的身影。報道引述專家認為,地方政府提高土地拍賣價格、房企製造「新房稀缺」印象等因素疊加,在一些地方引發新房搶購,形成房價上漲預期。在這輪房價上漲中,成交熱度「下沉」帶來樓市調控「下沉」,一些百強縣和房價漲幅較大的縣市也面臨調控升級。

專家認為,考慮到不同地區的經濟發展水平差異,房地產調控需要進一步精準施策,對存在明顯炒作痕跡、虛火過旺的縣城樓市,政府應及時出手「降溫」,而對一些人均收入水平較高、經濟增長速度快、人口導入較多的中小城市,宜理性看待房價合理上漲。同時,可在土地政策上支持一些有競爭力的中小城市擴大城市規模,提升其在區域的輻射能力。
