潛能恆信(300191.SZ)：渤海0531區塊儲量新增報吿通過評審備案
格隆匯5月26日丨潛能恆信(300191.SZ)公佈，潛能恆信海外全資公司智慧石油投資有限公司(英文名稱：SMART OIL INVESTMENT LTD. “智慧石油”)通過參與中國海洋石油總公司(“中國海油”)組織的對外合作招標，取得了渤海05/31 區塊勘探開發權益，並於2013年9月16日與中國海油簽訂了產品分成合同—《中國渤海05/31合同區石油合同》，智慧石油成為合同區的作業者。
近日，公司收到中國海油轉發的自然資源部下發的《關於<曹妃甸1-2油田新近系館陶組、古近系東營組石油天然氣探明儲量新增報吿>礦產資源儲量評審備案的覆函》(自然資儲備字【2021】126號)。
根據自然資源部下發的《關於<曹妃甸1-2油田新近系館陶組、古近系東營組石油天然氣探明儲量新增報吿>礦產資源儲量評審備案的覆函》(自然資儲備字【2021】126號)的主要內容，評審基準日為2020年11月30日。曹妃旬1-2油田館陶組、東營組新增含油麪積3.48平方千米，原油探明地質儲量450.94萬噸(525.11萬立方米)；溶解氣探明地質儲量5.82億立方米。
此次通過評審備案的新增油氣探明儲量為渤海05/31合同區已發現的CFD1-2構造油藏中的一部分，是基於該構造已鑽2口初探井和1口評價井的認識。智慧石油下一步將加快探明區周邊井位部署及鑽探，儘快實現對中深層的館陶組和東營組的控制儲量升級，同時針對淺層明化鎮組和奧陶系潛山潛在的有利含油氣區進行鑽探評價，實現奧陶系潛山油氣勘探突破，併兼探淺層東營組油藏擴大儲量規模，分批申報儲量工作。
此次探明儲量報吿通過評審備案，體現了公司在海上油氣勘探領域特有技術優勢，將有利於加快渤海05/31區塊的勘探開發進程。公司將在完成勘探期第三階段鑽井作業後，經充分評價，通過中國海油繼續提交已發現構造的油氣新增探明儲量申報，並委託有資質的評價單位編寫《環境影響報吿書》，並提交總體開發方案，儲量報吿、《環境影響報吿書》、總體開發方案均由中國海油報送中國政府主管部門審查批准。智慧石油將根據中國政府主管部門批准的每一油田的總體開發方案實施開發作業。盡快實現渤海05/31合同區由勘探轉向開發生產，將資源優勢轉化為經濟效益，進一步實現公司向“石油勘探開發綜合性國際化能源公司”轉型的戰略目標。
