九洲集團(300040.SZ)：與饒河縣人民政府簽署綜合智慧能源項目投資框架協議
格隆匯5月20日丨九洲集團(300040.SZ)公佈，近日，為了促進縣域經濟和企業高質量發展，甲、乙雙方本着平等自願、誠實守信、互利共贏的原則，依照相關法律、法規的規定，饒河縣人民政府(以下簡稱甲方)與哈爾濱九洲集團股份有限公司【投資方：九洲環境能源科技集團有限公司(以下統稱乙方)】就雙方在甲方所在地實施綜合智慧能源項目建設的有關事宜，經雙方協商，達成如下協議：
乙方有意向在饒河縣投資以可再生能源為主要來源的清潔電力和熱力供給項目，充分利用自然資源、發揮優勢，加快發展清潔能源和可再生能源，實現國家節能減排戰略目標，甲方授權乙方在甲方經濟開發園區內規劃建設，本着“合作共贏”的理念，經甲乙雙方友好協商，達成本協議。
乙方在經濟開發園區內投資新建生物質熱電聯產項目，建設規模為1×260t/h高温亞臨界循環流化牀生物質鍋爐，配1×60MW的汽輪發電機組，實施後可年消納處理農林廢棄物約40萬噸，滿足全縣250萬平米居民和商業提供清潔供暖和工業園區工業蒸汽需求。生物質電站投資概算總額5.4億元人民幣(實際投資及規模以項目正式批覆為準)。
乙方在經濟開發園區內進行生物質熱電聯產備用熱源建設，規模為260噸/每小時供熱能力的燃煤鍋爐，為保證生物質熱電聯產鍋爐檢修或出現故障完成供熱接駁，不出現居民供熱斷供，保障居民供熱需求，新建燃煤鍋爐投資概算總額1.0億元，（實際投資以項目正式批覆為準）。
乙方在經濟開發園區內同步投資新建垃圾焚燒熱電聯產項目，建設規模200t/d的垃圾焚燒線(機械爐排型焚燒爐)+5MW的汽輪發電機組。項目建設完成後每天垃圾處理能力為200噸，項目投資概算0.8億元，甲方投資0.2億元入股，垃圾處理費補貼參照周邊市縣補貼標準，按垃圾處理量比例調整，雙方另行簽訂正式合同。(實際投資及規模以項目正式批覆為準)
在上述項目建設同時，乙方規劃擬實施全縣保護區之外的風電和光伏清潔能源項目，建設規模參照《黑龍江省可再生能源基地開發建設方案要求》，規劃百萬千瓦級風光項目。
項目計劃總投資7.2億人民幣。
該協議的簽署，符合公司未來的戰略發展規劃，項目陸續投產運營後可提高公司的盈利能力。可再生能源電站是國家支持和鼓勵的產業，未來兩年公司將在黑龍江省內快速開展以生物質為原料的綜合能源業務，形成1000萬平米以上的“零碳”清潔能源城市供暖，打造出區縣級的綜合智慧能源體系，實現電、熱、冷、汽、肥等多聯產聯供，率先實現部分縣域實現“碳中和”，建設綜合智慧能源體系將成為公司收入及利潤的快速增長點。
