IEA建議西方政府儲備電池原材料 警告綠色能源轉化引發地緣政治風險
國際能源署(IEA)表示,西方政府應考慮就關電池原材料進行儲備,又警告綠色能源轉化過程將引發新地緣政治風險。組織認為,儲備計劃為主要工業國尋求就減碳建立可靠金屬及原材料供應提供緩衝。國際能源署署長比羅爾(Fatih Birol)接受《彭博通訊社》訪問時表示,達致氣候變化目標將加速原材料需求。
目前中國及日本對關鍵金屬建立戰略性儲備,但西方國家擁有儲備的情況並不普遍,且在鋰、鈷及部分稀土的生產亦高度集中於少數企業。中國亦在生產有關金屬中佔主要地位,包括生產全球六成稀土。在高容量鋰電池扮演重要角色的鈷,其供應亦令人關注,因剛果(金)供應全球七成鈷。
