IEA建议西方政府储备电池原材料 警告绿色能源转化引发地缘政治风险
国际能源署(IEA)表示,西方政府应考虑就关电池原材料进行储备,又警告绿色能源转化过程将引发新地缘政治风险。组织认为,储备计划为主要工业国寻求就减碳建立可靠金属及原材料供应提供缓冲。国际能源署署长比罗尔(Fatih Birol)接受《彭博通讯社》访问时表示,达致气候变化目标将加速原材料需求。
目前中国及日本对关键金属建立战略性储备,但西方国家拥有储备的情况并不普遍,且在锂、钴及部分稀土的生产亦高度集中於少数企业。中国亦在生产有关金属中占主要地位,包括生产全球六成稀土。在高容量锂电池扮演重要角色的钴,其供应亦令人关注,因刚果(金)供应全球七成钴。
